Essay

The dissertation is devoted to solving scientific problems that consist in deepening the theoretical foundations and scientific and methodological substantiation of the components of strategic positioning of Ukrainian aviation enterprises in the context of the liberalization of the aviation space. As a result of the research the following were improved: the decomposition of the determinants of strategic positioning of aviation enterprises operating in the external and internal environment affect the capabilities and effectiveness of strategic positioning; in contrast to the existing ones, the determinants of the level of aviation enterprise (airline, airport, handling company), as well as external determinants of strategic positioning of Ukrainian airlines stimulating and deterring influence, respectively, global, macroeconomic and microeconomic levels; the basic model of the strategic positioning process of an aviation enterprise, through the introduction of a specialized diagnostic unit for complex diagnostics of competitive position, which in contrast it takes into account the specifics of the activities of various types of airlines, in particular airlines and airports, and uses improved tools for assessing its current competitive position. As a result of research, a multi-level system of indicators of integrated assessment of the effect of strategic positioning of aviation enterprises of Ukraine (consists of indicators of effects from strategic positioning of airlines, airports, the state enterprise of Air Traffic Organization of Ukraine and industry indicators that have a cumulative property) is proposed, which reveals the relationships between indicators of effect formation at the level of aviation enterprises of various types; its use makes it possible to conduct a comprehensive assessment of the impact of the activities of aviation enterprises of various types on the resulting indicators of the aviation industry of Ukraine and the development of management decisions on further liberalization of the air transportation market of Ukraine. Based on the results of research, measures are proposed to improve the strategic positioning of airlines to adapt them to their activities in the context of a pandemic. It is justified to use a differentiated approach to providing financial and other assistance to airlines of such strategic groups that are strategically important for Ukraine, ensure the formation of its strategic positions in the region and experience significant competitive pressure from foreign airlines (airlines of the clusters “network hybrid airlines” and “leading hybrid airlines”), which will help strengthen the competitive position of domestic airlines in the international market. The expediency of ensuring the development of aviation infrastructure through the introduction of alternative models of airport ownership and use is justified. A list of relevant models is proposed for each of the identified clusters of domestic airports. It is noted that it is advisable to actively use public-private partnership models to ensure the development of regional airports, which will positively affect the possibilities of their strategic positioning. For airports in all clusters, it is proposed to develop competition in the provision of ground handling services for aircraft, passengers and cargo, in particular with the participation of aviation handling companies. The practical significance of the obtained results lies in the development and justification of methodological components of diagnosing, directions and measures to improve the strategic positioning of Ukrainian aviation enterprises in the context of the liberalization of the aviation space. The main results of the dissertation research are formulated in the form of practical recommendations that can be applied directly by state authorities (the State Aviation Service of Ukraine) and at airlines to diagnose a competitive position and work out measures to ensure the improvement of strategic positioning. The applied value of the conducted scientific developments is confirmed by their implementation in the activities of the State Aviation Service of Ukraine (certificate of implementation dated September 29, 2020), LLC “SkyUp Airline” (act of implementation dated January 05, 2021), Municipal Enterprise International Airport “Kyiv” (Zhuliany) (Implementation Act No. 5.218 – 589/1 of 18.08.2020). Certain provisions and results of the research were implemented in the educational process of the National Aviation University when teaching the academic disciplines “Strategic management”, “International economic integration” (Act of 17.09.2020).
