Zakharchuk V. Public administration in the field of medical care in Ukraine

Public policy in the field of health care is defined as a set of national decisions and commitments made to preserve public health through the provision of medical services for the prevention, diagnosis, treatment and rehabilitation of diseases, injuries, poisonings and pathological conditions, as well as in connection with pregnancy and childbirth. The main features of the state policy in the field of medical care are identified. At the same time, the following main directions of the state policy of medical care of the population are singled out, which are: first, the provision of quality medical services which will be guided by public health; secondly, the reorientation of the functioning of medical institutions of medical care to their preventive and diagnostic activities; thirdly, the purpose of quality medical care is to form a healthy lifestyle; fourth, improving the mechanisms of financing the field of medical care; fifth, improvement and expansion of the number of nosologies in accordance with the Medical Guarantees Program (guaranteed package of medical services); sixth, re-equipment of the structure of the sphere of medical care with the formation of an appropriate network of medical institutions; seventh, multi-level reform of the functions of medical care (primary, secondary and tertiary levels); eighth, the establishment of appropriate basic training for administration in the field of health care; ninth, improvement of the regulatory framework that will regulate the field of medical care; tenth, the introduction of scientific support of the modern model of public administration in the field of health care.
