Melnychuk A. Formation of land use for defense purposes in the context of environmental security

The theoretical section clarifies the concept and essence of land use for defense purposes in the context of environmental security, summarizes and identifies the methodological foundations for the formation of land use for defense purposes, suggests ways to improve institutional support for its development. A logical-semantic model of land use formation for defense purposes has been developed, which is a set of types of land use in a certain area and includes four main components of multi-functional character: environmental, social, economic and legal, which are formed on a defense-security basis. The section provides the author's definition of land use for defense purposes, which should be understood as a land area that has appropriate ground boundaries; is systematically used by military formations and has a special regime; consists of one or more land plots that allow the operation of relevant defense property; and ensures the safety of military equipment, weapons and other military property. Land use for defense purposes can be both single-functional and multi-functional, which is its contextual feature. Recommendations section of the dissertation formulates main directions in improving the institutional environment of land use for defense purposes, suggests tools for information support of land use formation, and provides an improved methodology for environmental and economic assessment of land use efficiency in the context of environmental security. At the same time, economic efficiency of changes in the structure and regime of land use sufficiently characterizes the value of land use, which is determined by the method of normative valuation of land. The analysis of data on the assessment of economic efficiency of land use within the territory of Desnyanskaya amalgamated territorial community, where defense facilities are located, taking into account the differentiation by land use regime related to the threat to life, shows a decrease in defense land use by UAH 300,981. These changes in value were preceded by taking into account the anthropogenic load on the use of land, the functional use of the land, land use regime and improved approaches to the assessment of defense lands.
