Bantash A. Theoretical and methodological bases of institutional support of economic development of regions under conditions of decentralization

In the dissertation work is devoted to the decision of an actual scientific problem concerning definition of theoretical, methodical, practical aspects of formation of favorable institutional maintenance of economic development of regions in the conditions of decentralization. Theoretical bases and economic essence of institutional support of functioning of regions as territorial and economic systems are substantiated. A methodical approach to assessing the state of institutional support for economic development of regions under conditions of decentralization has been developed. The state of institutional support of economic development of regions is investigated and strategic directions of its improvement are defined. Strategic directions of improvement of institutional support of economic development of regions of Ukraine in modern conditions are formulated, which take into account endogenous preconditions and external factors of influence on functioning of their economic systems. The proposed mechanisms of economic, organizational, administrative, informational nature to improve the institutional environment of development of regions of Ukraine in decentralization, which include tools aimed at supporting the formation of economic base as a basis for effective functioning of administrative-territorial units at regional, basic and subregional levels. Summarizes scientific approaches to the study of the institutional environment of economic development of regions, updated the categorical apparatus and identifies systemic characteristics of institutional support for economic development of regions under conditions of decentralization. The current directions of world and national regional policy are outlined, which determine the priorities of institutional support of economic development and improvement of the economic condition of the regions in Ukraine. The essence of the concept of institutionalization in the economic development of the region is determined, the theoretical provisions for the classification of its levels, types and stages are formulated, the essence and role of normative-legal component in institutional support of economic development of oblasts, districts and communities are substantiated. The author identifies the basic areas that should help improve the effectiveness of institutional support for economic development of territorial communities in Ukraine, namely: the creation of a network of institutions (regional agencies to promote economic development of territories); ensuring the real implementation of the principle of subsidiarity and effective distribution of powers between the levels of territorial organization of power and local self-government; stimulating the development of social capital of regions in the conditions of decentralization as a key driving force of sustainable development of communities; support for the formation of stable and efficient economic links between regional economic systems at the basic, subregional and regional levels as a basis for the development of their functional capacity. Examines the condition and level of institutional support of the regions of Ukraine, offers a methodical approach to assessing the state of institutional support of regions in terms of its relevant systemic features, the state of the institutional environment of social and economic development of the regions of Ukraine is studied taking into account the influence of decentralization processes and the strategic directions of improving the institutional components of economic development of territorial communities are determined. Defines the scientific principles of regulation of institutional support of economic development of regions, developed a conceptual approach to regulation of institutional support of their economic and proposed mechanisms, tools for improving the institutional environment of economic development of regions.
