Mulenko A. Transformation of the IT sphere of Ukraine on the basis of network economy

The dissertation is devoted to the formation of theoretical and methodological and applied principles of transformation of the IT sphere of Ukraine on the basis of network economy. It proved that the relationship of the network economy as a result of the widespread use of information technology transforms the very approaches to the distribution of powers in economic processes, all actors involved. It has been determined that in the network economy, as in a new type of economic interactions, under the influence of the IT sector are based on such vectors of progress as modernization of information and communication technologies are based, because these technologies are the key to network economy relations; the network as one of the elements of information technology is an environment for creating and increasing its value; expansion of tools for various activities in economic relations with the help of network technologies. It has been determined that with the advent of the information age, the issue of detailed analysis of information technology is one of the priorities for determining the development of economic growth of the national economy and its regulatory component. It has been proved that the emergence of new indicators of informatization of economic processes requires further development of the index system of information technology evaluation. The most common indices for determining the diversity of information technology are composite - these are indices built from a set of indexes. The choice of such a set depends on determining the priorities and results to be achieved. The main clusters of the Ukrainian IT industry are IT outsourcing and software development, as well as system integration. Market experts expect that the volume of the Ukrainian IT market will continue to increase in terms of both domestic sales and exports of IT services. The strategy of interaction between the state and enterprises of the IT sphere is substantiated. On the part of the state, it is necessary to create conditions for sustainable development in the industry, to reform regulations, improve investment policy, modernize labor legislation, strengthen the right to intellectual property and ensure the transition of labor to the country from abroad. At the regional level, intensify the involvement of young people in IT companies and local associations. Create appropriate conditions to reduce the outflow of highly qualified personnel outside the country.
