The thesis is an independent completed scientific work, in which on the basis of the presented criminological characteristics of crimes against property in cities of
the Black Sea region of mainland Ukraine and their perpetrators, as well as the analysis of the system of determinants, that cause committing relevant offenses, it is
proposed a comprehensive system of prevention measures to mercenary crimes against property for the first time in domestic science.
The dissertation characterizes a city as an object of criminological study and protection against selfish encroachments on property, which is a complex ensemble
of areas, cheekbones, roads, buildings, shops, squares, parks, etc., which are combined into certain areas (residential, industrial, communal -warehouse, external
transport, recreation, etc.) with a total population of 250 thousand to 1 million people, and is of interest given the organization of implementation process of this protection.
Inversely, any residential area is a structural unit of a specific area with its inherent technical and architectural parameters and at the same time sets of determination
complexes that specify the criminogenic nature in certain residential areas, which requires criminological analysis and consideration during prevention. certain crimes.
It is emphasized that current conceptual and methodological model of mercenary crimes’ research against property in cities of the Black Sea region of mainland
Ukraine provides for implementation of a structured system of technological operations related to a common goal and carefully planned procedures using
necessary scientific tools (methods) relatively independent stages of analysis and solution of a specific problem.
In the given criminological characteristic of mercenary crimes against property in cities (Odesa, Mykolaiv and Kherson) it is recorded the stably tense criminogenic situation in which thefts (73%), frauds (10%) and robberies (2,8%) dominate, and specific weight of mercenary crimes is more than 60% of all crimes registered in the
region; negative dynamics and high level of intensity of the last are noted (Mykolaiv – 1 274 crimes on 100 thousand population; Kherson – 1 271; Odesa – 1 028). More
than half of crimes of this type (on average 54%) are committed in cities of regional subordination – in Odesa, Mykolaiv and Kherson. One of the five (on average 20%)
crimes is committed in the cities of district subordination of the Ukrainian Black Sea coast. And only about a quarter of mercenary crimes against property (26%) are in
rural areas.
It was established the noticeably expressed territorial differences and organized forms of criminal activity, as well as the use of modern technical tools and means
during committing theft; the spread of cases of brutal violence and weapons during robberies and extortions, as a result of which the quantity of murders is increasing; it
is noted the increased impact of the analyzed crimes on criminogenic situation of the city as a whole, etc. It is also emphasized the significant increase in these crimes
during the holiday season.
An important feature of selfish encroachments on property is the fact that their number increases several times during the holiday season, and their main victims are
vacationers and guests of cities. Given the border and resort status of Odesa, Mykolaiv and Kherson, a large number of high-profile mercenary crimes against
property in these cities are committed or organized by residents of other cities and regions of Ukraine. At the same time, the possibility of committing crimes by persons
who came from territories temporarily out of Ukraine's control is not ruled out.
Criminological analysis conducted on the basis of studying the sociodemographic, criminal-legal and moral-psychological traits of persons who
committed mercenary crimes against property in the cities of Odesa, Mykolaiv and Kherson, found that they are mostly single men (about 36 % of all perpetrators are
persons aged from 29 – 39 years), with low educational level, unemployed, often with a criminal past, whose activities are characterized by a certain level of criminal
professionalism, sophistication. In addition, many crimes are committed by them in a group. The border and resort status of these cities determines the commission of the
analyzed crimes by residents of other Ukrainian cities and regions, as well as neighboring countries, which, of course, complicates the prevention, detection and
cessation of these offenses. It is substantiated that the criminal "career" of a significant part of criminals in cities also begins with the commission of selfish
encroachments on property – theft, robbery, robbery, fraud, etc., for which they end up in places of restriction or imprisonment.
