The current development of the Ukrainian maritime industry is marked by the search for effective ways to improve the quality of training and certification of seafarers in accordance with the standards of the Association of Quality Assurance Agencies of the European Higher Education Area, the International Organization for Standardization and the International Maritime Organization.
Monitoring academic achievement in this case is a means of obtaining objective, valid information about the state and results of the educational process.
The object of research is to monitor the academic achievements of students of maritime educational institutions. The subject of research is the genesis of monitoring the educational achievements of students of maritime educational institutions of Ukraine (1944 - the beginning of the XXI century). The study aims to identify the peculiarities of the genesis and organization of monitoring the academic achievements of students of maritime educational institutions of Ukraine in 1944 - early XXI century and to identify the leading trends in testing the quality of training of future marine specialists.
Thesis consists of an introduction, two sections, conclusions, a list of sources, appendices.
The dissertation examines the monitoring of academic achievements of students of maritime educational institutions of Ukraine in the study period and the features of its implementation, highlights the prospects for the implementation of retrospective experience in modern conditions.
The source base of the research is characterized, which consists of published and unpublished materials stored in the archives of the Central State Archive of higher authorities and administration of Ukraine, the State Archives of Kherson region, archives of maritime educational institutions, including Kherson Maritime College of Kherson State Maritime Academy; scientific works and publications of leading domestic and foreign scientists 1944 – the beginning of the XXI century (monographs, dissertations, abstracts, textbooks, teaching and methodical manuals, articles); legislative and normative acts, statistical collections, materials of congresses, conferences, branch standards of higher education, normative documents, curricula, educational programs; requirements and standards of the International Maritime Organization; library funds: the National Library of Ukraine VI Vernadsky, Kherson Regional Universal Scientific Library. Oles Honchar; domestic historical– pedagogical and psychological – pedagogical literature of the studied period.
In the research the author represents the concept of "monitoring", "educational achievements", "educational achievements of students of maritime educational institutions", "monitoring of educational achievements of students of maritime educational institutions" is specified.
In the research, the chronological boundaries cover 1944–2017. The choice of the lower chronological boundary (1944) is due to the adoption of the State Defense Committee Resolution № 5311 "On measures to train command personnel of the Navy" and the reorganization of maritime education. The upper chronological limit (beginning of the XXI century) is related to the introduction in Ukraine of the Manila Amendments to the Annex to the International Convention and the Code of Training and Certification of Seafarers and Watchkeeping (2012) and the adoption of the Law of Ukraine "On Education" (2017) , which led to the reorganization of monitoring the academic achievements of students of maritime educational institutions.
According to the chronological boundaries of the study, the periodization of the formation and development of monitoring of academic achievements of students of maritime educational institutions is outlined and substantiated: I period (1944–1957) – organizational (subperiods: 1944–1949 and 1950–1957), II period (1958–1983) – reformation (subperiods: 1958–1964 and 1965–1983); ІІІ period (1983–2017) – modernization (subperiods: 1983–1990 and 1991–2017).
The research does not cover all aspects of the problem. We consider the study of monitoring the academic achievements of students of maritime educational institutions in the conditions of modular rating technology (beginning of the XXI century) to be promising for further scientific research.
The practical significance of the dissertation research lies in the development of a special course "Peculiarities of monitoring the academic achievements of students of maritime educational institutions of Ukraine in 1944–2012" and methodical recommendations to it. The results of the work can be used to improve the training of future specialists in the maritime industry.
