Thesis provides defines the content and specifies the structure of the studied concepts, the methodological approaches and positions of scientists available in the scientific literature to understand the research problem, the mechanism of management of development of schools of advanced experience in the system of domestic medical education of the second half of the XX – early XXI century are considered and compared. The mechanism of management of development of schools of advanced experience in the system of domestic medical education of the second half of the XX – early XXI century is considered, the structure of which is organized on the principle of status-role behavior and the vertical hierarchy of power in contrast to world trends of this period. In the second chapter forecasting, modeling and creation of schools of advanced experience are characterized, the historical and socio-cultural preconditions, and also stages and tendencies of management of development of schools of advanced experience in system of domestic medical education of the investigated period are defined. Thesis emphasizes that the basis for the formation and development of schools of advanced experience in the field of national medicine and health care is the activity of the oldest higher educational institution of Ukraine – National University of «Kyiv-Mohyla Academy». Based on the analysis of scientific literature, as well as criteria identified three stages in the management of the development of schools of excellence in the system of medical education in Ukraine in the second half of XX – early XXI century. The first stage falls on 1950-1976 in connection with the emergence of certain conceptual areas that determine the basis for consideration and analysis of the problem of innovation. The study provides information on the activities at this stage of the author’s schools of excellence, as well as field initiatives governed by the «Regulations on the work of schools of excellence» of July 17, 1959 year. The criteria, forms and methods of management of development of schools of advanced experience developed at this stage are illustrated by the statistical data resulted from archival documents and materials. The second stage begins in 1977 year and lasts until 1995 year, which is characterized by the first attempts to more clearly explore the problem of the innovation movement. Nowadays, the WHO strategy «Health for All until 2000» is being implemented in Ukraine (1977 year). Confirm their effectiveness and efficiency of schools of best practices, which are opened on the basis of health care facilities (hospital, clinic, sanatorium, pharmacy, SES), the medical service of the district (city) as a whole, as well as individual departments within these institutions (medical-diagnostic laboratories, departments, offices). The first official document regulating the work of the All-Union Schools of Best Practices is adopted – «Regulations on the All-Union School of Best Practices on the basis of treatment and prevention facilities», prepared by the staff of the Department of Social Hygiene M. A. Semashko and approved in 1979 year. The third stage coincides with the second half of the 90s of the XX – early XXI century, when scientific interest in the problem of innovation in experience is significantly reduced due to lack of necessary information about innovators in the health education system. In the third chapter new forms of introduction and dissemination of best practices as an important condition for creating an innovative educational environment in the medical education system are revealed. The study emphasizes that the realities of the beginning of the new millennium are best described in the draft Concept of the National Targeted Social Program «Healthy Nation» (2008). It is predicted that the ways and means of solving the outlined problem should be implemented through the restoration of the network of schools of advanced experience. The study considers the stages of application of benchmarking, several generations of its evolution and alternative methods of implementation. The content of thesis contains prospects for the introduction of best practices in the system of domestic medical education.
