The thesis is one of the first in Ukraine holistic comprehensive research of the procedural judgment of the administrative court of first instance content and implementation using modern methods of scientific knowledge. Based on analysis of recent jurisprudence and legislation and taking into account the achievements of jurisprudence outlines the administrative court of first instance adoption procedural decisions nature judgment methodology and algorithm are analyzed. More, investigated the implementation of the administrative court of first instance procedural judgment and founded scientifically substantiated conclusions and scientific practical recommendations on the need to improve administrative and procedural legislation in this area.
