Essay

In the dissertation research the theoretical and legal bases of functioning of the electronic governance in Ukraine are considered. It has been found that there are a lot of discussions between scholars about the interpretation of the notions of “electronic government” and “electronic governance”, which indicates their ambiguous interpretation and imperfection of the conceptual apparatus. It is determined that, in general, electronic governance is considered by scientists and government officials mostly as a means of solving the problem of improving, reforming the public sector and providing better public services to businesses and citizens. However, in the analysis of international acts of the United Nations, it was found that the United Nations, which plays a leading role in promoting international cooperation in strengthening public institutions and public authorities in the interests of sustainable development, in its official acts and international researches, inextricably links the electronic governance with the sustainable development and calls on countries to make more effective use of the potential of information and communication technologies to help achieve the internationally agreed Sustainable Development Goals by 2030. In this regard, it is proposed to consider the notion of “electronic governance” as a tool for sustainable development, the effective application of which forms a simplified and transparent interaction of public authorities and local governments with each other, citizens and businesses through modern information and communication technologies, and it also influences all spheres of public life of citizens in order to meet their needs while ensuring the sustainability of natural systems and the environment. Specific proposals and recommendations for improving the information and legal support of electronic governance in Ukraine in order to achieve sustainable development of the state are offered. The practical significance of the results of the dissertation research is determined by the possibility of using the main provisions, conclusions and recommendations expressed in the work in lawmaking – by amending the laws of Ukraine, bylaws to achieve sustainable development and full membership in the European Union; in law enforcement - by practical use of the results obtained to improve the information and legal support of electronic governance in Ukraine. In the research field, the provisions and conclusions of the dissertation can be used as a basis for further research on electronic governance, especially in light of its connection with the sustainable development of the state and the implementation of the Sustainable Development Goals. This issue became especially relevant after the President of Ukraine adopted the Decree of September 30, 2019 № 722/2019 “On Sustainable Development Goals of Ukraine for the period till 2030”, according to which the President of Ukraine decided to recommend the National Academy of Sciences of Ukraine, the National Academy of Agrarian Sciences of Ukraine, the National Academy of Medical Sciences of Ukraine, the National Academy of Pedagogical Sciences of Ukraine, the National Academy of Legal Sciences of Ukraine, the National Academy of Arts of Ukraine to take into account the Sustainable Development Goals of Ukraine for the period till 2030 during determining areas of scientific research. In the educational process, the results of the dissertation research can be used by applying the basic principles of dissertation in conducting seminars and practical classes and preparing relevant materials for educational literature and teaching materials.
