Essay

The dissertation deals with the problem of the quality of educational services in general education institutions (hereinafter GEI). At the current stage of public development in the context of the reform of the general education system (introduction of the Concept of «New Ukrainian School», implementation of the Law of Ukraine «On General Education», etc.) The main task of the Ukrainian education system is to create conditions for the successful development of the life skills of each individual on the basis of the relevant and accessible content of education. A key aspect of this is the real measurement of actual education outcomes and their relevance to the stated educational goals. The development of internal and external systems for quality education management in the GEI is therefore a priority issue. We are currently considering the establishment of a system to monitor the quality of educational services in the GEI as a way of addressing this issue. It is the constant monitoring and ongoing adjustment of the provision of educational services by the institution that will ensure the quality of the educational activity of the institution and will contribute to the successful positioning of the GEI in the market of educational services. The problem of the educational services quality provided by general education institutions is acute, this is confirmed by the orientation of the public administration of the system towards the renewal of objectives and the creation of conditions to ensure the quality of the educational activities of the GEI. It takes place in the context of the transformation of the education system, as a consequence of the processes of reform and the response to challenges. Quality assurance of educational services is possible provided that the actual educational outcomes of the GEI are actually measured and consistent with the stated educational goals. The development of an internal system for the management of the education quality in the GEI shall be facilitated by the introduction of monitoring procedures in the institution. Scientific novelty of the thesis results obtained is that: for the first time:  The model for monitoring the educational services quality and the technology for its use, which ensure the successful positioning of general education on the market of educational services and the labour market has been scientifically validated and tested on an experimental basis;  «Monitoring the quality of educational services in general secondary education institutions» was defined;  With the help of factor-criterion modelling the Qualimmetric SubModel of the Quality of Educational Service in GEI which is a tool for assessing the quality of educational services was created.
