Maslei V. Management of Emergency Prevention and Mitigation Processes

The thesis deals with the concepts “civil defense” and “unified national system of civil defense”, the essence of which can be explained in the context of sustainable development and national security maintenance as well as within transformational and globalization processes. We define civil defense as the system of certain actions, based on norms, instructions and rules set in the national law, and taken to protect people, territories , property, and environment in case of emergencies. We consider the unified national system of civil defense (UNSCD) as a number of administrative institutions, forces and ways of central and local authorities, executive bodies of Councils, enterprises, institutions and organizations that implement state policy concerning civil protection.
