Essay

A comprehensive study of the policy of state consolidation under the conditions of the system crisis in Ukraine. The state consolidation policy is defined as a purposeful and practice-oriented strategy of Ukraine's development, which should be implemented through qualitative practices of state institutions and non-state institutions for invariance i.e. finding Ukrainian society's own invariant (common motivational concept through "brackets" of all differences and welfare state). It is emphasized that in Ukrainian society under modern crisis conditions, Ukraine's unification programs are more often based on negative, defensive strategies (social confrontation, external enemy, etc.). It is emphasized that since the proclamation of independence, the political system of Ukraine has not defined or built a modernization model, which it seeks and forms consistently. Accordingly, there is no public system of modernization measures in Ukraine, which would be understandable to citizens and in the implementation of which they would be involved. Therefore, the system can produce only the scenarios of cyclical development. Under such conditions, the state becomes antisocial. In contrast to such programs, a common policy of the state and society to consolidate Ukraine should be formed around a single and positive invariant i.e. a concept that does not contain differences of interpretation, negative connotations and forms a community of government, people, and business. The structure of the study was determined by the following scientific hypothesis. Under the system crisis, the state becomes a vulnerable subject of international relations, the internal conflict between state and non-state institutions intensifies, and the need for new practices of nation consolidation around not only the value paradigm but also socio-economic indicators of system development indicators. The thesis proves that the Ukrainian political system is in a state of system transformation crisis, the periodic exacerbations of which cause significant damage to the level of legitimacy and stability of government institutions and international positions of Ukraine. Among several indicators of the system crisis, the author chose three components around which the object of study is built: the crisis of legitimacy of state power and political institutions, socio-economic indicators of development and the dynamics of the attitudes of Ukrainians towards their prospects and assessments of modernity. The key factors of erosion of state power and the crisis of legitimacy of state institutions in Ukraine have been identified. The statement that the model of social and economic relations formed in Ukraine by its nature permanently produces such crises as economic, institutional, constitutional, worldview, which develop during the transformation crisis, is substantiated. It is substantiated that the way out of the crisis is possible if the state policy is built in a way of uniting, uniting, consolidating society and the state and activating the civil sector. Within the categorical apparatus, with the help of these sciences and research areas, as well as on the basis of studying the state of public relations in Ukraine and the dominant scenarios of reproduction of the existing value paradigm of real political practice of state progress, the following stages of invariant as the result of Ukrainian society consolidation: consolidation-adaptation, consolidation-identification and consolidation-transformation. The engineering of modeling the state consolidation policy in the conditions of system crisis as a model of nation-state consolidation is offered. At the first level of depoliticization of the dialogue between society and the state around the value of Human, a strategic action plan should be formed to consolidate all professional, age, ethnocultural, and other interest groups. At the second level - socio-economic consolidation - there should be an audit of available resources, problems, management gaps and capacity building. Among the main tasks of the third level of the model of society consolidation - socio-cultural unity, are provided, in particular: intercultural dialogue, development of social and cultural ties and exchanges between communities and territories; strengthening the state status of the Ukrainian language; formation of an information space that is filled with its own agenda; reduction of civilizational differences and unification of citizens of the country on the basis of social and after that national values. State consolidation policy should be considered in time and capable of transformation and adjustment of a set of mechanisms of the new policy and philosophy of public administration.
