Essay

The dissertation is devoted to the problem of ensuring proper management of Algerian national economy’ energy transition to the new conditions of production and consumption of electricity, which consist in adapting the global trend of reducing fossil energy consumption with gradual replacement of renewable energy sources. Analysis of the specifics of the change management’ mechanism in the national economy using the mass media system to change the mentality and behavior of human resources, modeling the interaction of major actors in the national economy under pareto-efficient use of national resources allowed to state that development and management of the realization of change program must be carried out with the active participation of the national media system, included in the management circuit in the mode of «object-subject» and designed to actively influence on the formation of socially responsible interaction of government, business and citizens, which, as a result, will be more active and adequately respond to the problems of the country, the needs of the national economy and population. Based on the original interpretation of the spatial graphical and analytical model of socially responsible interaction’ search and formation in the processes of government change, multiplicity of business entities and civil society, the conditions for achieving pareto-optimal results of their cooperation are determined taking into account the interests of all participants, which has the national mass media system as an additional element of the improved contour of change management according to K. Levin, which contributes to the harmonization of goals and interests of participants. Based on this, in order to ensure the proper implementation of the Renewable Energy and Energy Efficiency Program of Algeria 2011-2030, it is recommended to establish an independent institution «Non-Governmental Information Agency for Energy Transition» (NIASEP) with the functions of the subject of educational, information and communication influences on the mass media and the entire population of the country to form the necessary changes in national intelligence and mentality. To do this, a virtual communication platform should be created to publish, discuss and adjust the needed by government and society ideas, goals, plans and programs of change in the process of energy transition of the national economy to the new energy model with obtaining positive economic, social and environmental results by all participants.
