Essay

The dissertation is devoted to the study of the social and legal status of persons who find themselves in difficult life circumstances. The paper provides a comprehensive review of the understanding of difficult life circumstances as a basis for social security of persons in difficult life circumstances, outlines the socio-legal situation of certain categories of persons in difficult life circumstances in Ukraine, as well as researched and analyzed state and legal strategy of social protection of people who find themselves in difficult life circumstances in other countries. The dissertation offers its own understanding of the concept of "difficult life circumstances" as such circumstances in human life, the occurrence of which is due to various factors: economic, social, medical, socio-pedagogical, socio-psychological, etc., which are usually characterized by suddenness, are temporary, accompanied by negative emotions, stress, disruption of normal human life, may be characterized by a corresponding risk to human life and health, loss or damage to property and exit from which can not be done by a person alone, ie a person can not overcome such life circumstances. Based on the scientific positions of scientists and their own understanding of the concept of "difficult life circumstances", eight key features of difficult life circumstances are identified. The classification of persons who are in difficult life circumstances on the following grounds is offered: 1) by legal relationship with the citizenship of Ukraine; 2) by the number of subjects; 3) by level of income; 4) by subjects; 5) according to the territorial principle in respect of which difficult life circumstances have arisen; 6) for objective reasons, which have become a prerequisite for the emergence of a person or his family in a difficult life situation; 7) for health reasons; 8) by level of working capacity; 9) in the presence of labor relations; 10) the availability of housing. The researcher pays special attention to the family as a separate social category.
