The dissertation research has solved the relevant scientific and applied issue of economic assessment of road safety by creating an effective organizational and economic mechanism, which consists of organizational and functional scheme of road safety management and economic tools for assessing the effectiveness of measures to improve road safety using the indicator of socio-economic losses from road accidents. The purpose of the study. The purpose of the thesis is to improve the methodological approaches to road safety assessing for the possibility of making objective management decisions on the feasibility of funding the measures to improve traffic safety at all stages of the road life cycle. In the first section of the thesis the analysis of theoretical bases of road safety assessment is carried out. Theoretical principles of defining the concepts of "assessment", "efficiency", "safety", "loss", "cost" and "cost of living" are considered. The performed analysis allowed establishing a comprehensive definition of each of the concepts. Analyzing the application of the indicator "social and economic losses from road accidents", its importance was noted, namely: this indicator is used in the allocation of financial resources and evaluation of public investment projects. Current methods and conceptual approaches to road safety assessment were also analyzed. The analysis allows forming key indicators that must be included in the concept of road safety assessment. In addition, special attention was paid to the approaches and experience of road safety assessment carried out in various developed countries. This allows forming key directions to improve the existing approaches to road safety assessment in Ukraine. The second section describes the current situation regarding the current legal and regulatory framework in Ukraine. An analysis of the existing classification of road accidents as the main quantitative indicator used to assess the road by the size of social and economic losses from road accidents was carried out. In addition, the existing approaches to the allocation of funding the measures to improve road safety and reduce social and economic losses from road accidents were analyzed in detail. The analysis allows comparing the international experience and the current situation in Ukraine on the research issue, identify "bottlenecks" and develop proposals for improving the organizational and economic scheme of assessment of public roads in Ukraine. In the third section, a new organizational and economic mechanism for road safety assessment was formed. Further development to determine the minimum allowable standard for funding the operational maintenance work was obtained. Methodological approaches to the assessment of social and economic losses from road accidents as the main economic indicator for road safety assessment was improved. The methodology of work type prioritization within the operational maintenance of highways was also improved. The practical use of the proposed methodological approaches is confirmed by its implementation in the current Methodology for determining the social and economic losses from road accidents. The appendices present the supporting material necessary for the completeness of the thesis, as well as the certificates of the dissertation research results implementation on 3 sheets.
