The object of research is the processes of organizational and economic support for the competitiveness of local communities.
The purpose of the dissertation is to deepen the theoretical and methodological foundations and develop practical recommendations for improving the organizational and economic support for the competitiveness of territorial communities in the region.
In the dissertation work, the terminological apparatus of research is deepened. Based on the existing approaches to interpreting the essence of the concepts "territorial community", "united territorial community", the author's interpretation of the essence of these concepts in the context of a human-centered approach is proposed, and its features and classification criteria are highlighted. The main factors of increasing the competitiveness of territorial communities are identified, which are classified as internal and external, stimulating and limiting.
The proposed definition of "competitiveness of the local community". Based on the study of the stages of decentralization in Ukraine and their legislative support, the institutional and organizational support for the development of territorial communities is characterized.
The peculiarities of strategizing the development of territorial communities are studied, in particular, the stages of development of community development strategies are characterized, the requirements for determining the strategic goals of their development are substantiated, and the criteria for evaluating the success of strategies implementation are identified.
A methodical approach to assessing the competitiveness of local communities is proposed, which is based on assessing the financial, economic, and human resources of communities. Approbation of the proposed approach showed the presence of significant differences in the initial conditions of development of territorial communities, to rank communities according to the level of competitiveness and to identify leaders and outsiders of this rating.
Using the tools of SWOT and ABC analysis, diagnostics of competitive advantages and limitations of competitiveness of territorial communities was carried out, which allowed characterizing the competitive potential of territorial communities of Lviv region according to the criteria of resource security, infrastructure accessibility, and public activity. External factors that act as stimulators and threats to increase the competitiveness of territorial communities in the region are identified.
The conducted analysis allowed to form a matrix of competitive positions of territorial communities of Lviv region. Competitive advantages and weaknesses of territorial communities of Lviv region, which belong to the group of leaders in terms of competitiveness, are characterized.
The classification of organizational and economic support tools of competitiveness of communities on the following groups is offered: financial-investment and marketing, tools of increase of quality of human and social potential of communities and formation of the environment of vital activity of territorial communities. The features of implementation in place instruments are regulating these groups and found problems using them.
It is substantiated that the management of the development of communities should be carried out based on public administration and involving the tools of strategic and project management. An algorithm for determining strategic priorities for the development of communities and the introduction of mechanisms to ensure their competitiveness will help minimize and simplify the phased implementation, which will simplify and systematize the bureaucratic element of identification of strategic priorities.
Based on the proposed algorithm, the strategic priorities for increasing the competitiveness of territorial communities are identified, namely: the development of entrepreneurship and the formation of a favorable investment climate and business environment; human capacity building and the formation of a balanced labor market; improvement of infrastructural provision, increase of efficiency of activity of local self-government bodies and the set of directions on their realization is outlined. In the context of the above areas, proposals for their implementation are specified.
The specifics and proposals for using modern information technologies in the development of communities are revealed. The list of technologies that can be introduced in the activity of the territorial community is offered. The directions of use of technologies of artificial intelligence, in particular in the field of improvement of processes and procedures of a system of internal maintenance of activity of local governments, are defined; popularization of competitive advantages of territorial communities within the framework of the implementation of territorial marketing measures; improving the safety of communities.
