Essay

Object of research - the processes of functioning of the management system of labor protection in coal mines. The purpose of the work is to improve methods, establish patterns and substantiate parameters, develop and implement new procedures and techniques of occupational safety management system to reduce accidents, injuries and improve occupational safety in the coal industry. Research methods - to achieve the objectives of the work used a comprehensive research method, including: analysis of existing literature and generalization of scientific and technical achievements in improving health and safety management systems, fuzzy logic, disaster theory, control theory, systems and mathematical analysis, probability theory and mathematical statistics, methods of engineering psychology using statistics on injuries and accidents using modern information systems and computer systems. For the first time, risk assessment in the field of labor protection in mines using fuzzy logic methods, which allows to quantify the level of risk in the whole range of change, and takes into account the nonlinear nature of risk dependence on potential probability and potential consequences. Based on this assessment, it is possible to take a more reasonable approach to risk reduction measures and the formation of a register of risks of unacceptable level. For the first time, it is proposed to describe the effectiveness of the labor protection management system as a disaster of the "assembly" type. A potential function describes the effectiveness of the labor protection management system at the mine. The coordinate of the catastrophe is the probability of an accident (injury), the external parameter is the level of development of coal mining technology, and the internal parameter is the level of readiness of miners to perform processes and operations. The area of ​​the curve, limited by the critical values ​​of the level of readiness of miners to perform technological processes and operations, determines the undesirable effect, or the magnitude of the inverse of the effectiveness of the management system of labor protection at the mine. For the first time, the dependence of the risk of injury to the employee on the results of psychophysiological examination, which is determined by the ratio of% injured to% of those who passed psychophysiological examination, and the relationship between% of those who passed psychophysiological examination and% injured in each group of psychophysiological examination. The standard "Methods of selection of employees by management level" has been developed and implemented at the mines of PJSC DTEK PAVLOGRADVUGIL. The enterprises of PJSC DTEK PAVLOGRADVUGIL have implemented the Procedure for Hazard Identification and Risk Assessment in the Field of Occupational Safety, the Procedure for Classification, Analysis and Response to Emergencies, the Methodology for Assessing Coal Mine Managers in the Field of Occupational Safety, and the Guidelines. labor protection management systems at the mines of PJSC DTEK PAVLOGRADVUGILL. The total economic effect of the implementation of the developed procedures and methods by reducing production losses, reducing payments to victims on sick leaves and reducing the cost of working time of employees not related to the performance of basic duties amounted to 12 264 thousand UAH / year.
