The thesis is devoted to substantiation of theoretical and methodological bases and development of practical recommendations on mechanisms of improvement of rendering of social services on the basis of the European standards of social protection of the population. Based on a critical analysis of approaches to the interpretation of the concept of "social services", it is established that its understanding is somewhat narrowed, and usually comes down to supporting the most vulnerable, while in the context of reforming power, social services should be a solid basis for harmonization. social relations that contribute to improving the welfare of the population of the regions.
