Essay

It is established that the competitive advantages of forest entrepreneurship entities can be used based on the formation of mechanisms that will cover a set of methods, methods and tools of budget-tax and financial-credit directions, as well as modern institutional forms of establishing partnerships between permanent forest users, local self-government bodies and private entrepreneurship entities. It is proved that the formation of such mechanisms should be based on ecological and economic principles that provide for compliance with the requirements of domestic environmental legislation and international environmental conventions on the expanded reproduction of forest resource potential and increasing the level of complexity of the use of wood and non-wood raw materials. It is proved that increasing the level of competitiveness of forestry enterprises depends on the use of external tools of influence and the use of tools at the internal corporate level. External instruments of influence include budget financing of expanded reforestation; preferential taxation of industries that introduce modern equipment and technologies; preferential lending for the purchase of domestic equipment; simplification of the process of customs and tariff regulation of exports of timber processing products and an increase in import duty rates; introduction of a progressive scale for reducing dividend rates; legislative expansion of trade union rights and introduction of a dual education system in specialized institutions of higher forestry education; improvement of the system for identifying the tax base for harvesting products of non-woody origin. Tools at the internal corporate level are formation and compliance with investment budgets; use of budgeting technologies and expansion of electronic accounting of operations; introduction of a system of tax planning and internal financial control; implementation of Integrated Information Systems for managing forestry and production processes; certification, standardization, licensing, implementation of quality systems in accordance with EU regulations; implementation of the KPI Personnel Management System, expansion of professional development programs; activation of activities for participation in international grant projects of Environmental Protection. The author's concept of strategic goal setting for improving the competitiveness of the forest sector of the region is developed on the basis of an integrated assessment of the use of competitive advantages of state forestry enterprises, which will make it possible to link the goals of more effective use of forest resource potential and deepening wood processing with the priorities of socio-economic development of the region and United territorial communities.
