The relevance of the topic of the dissertation is due to the fact that in accordance with Art. 3 of the Constitution of Ukraine, human, his life and health, honor and dignity, inviolability and security are recognized in Ukraine as the highest social value. This rule determines the content and direction of the state. The promotion and protection of human rights and freedoms is its main duty. One of the steps towards the implementation of this obligation was the order of the Cabinet of Ministers of Ukraine dated May 30, 2018 № 430-r, which approved the National Transport Strategy of Ukraine for the period up to 2030. However, its content does not contain a clear strategy or concept of ensuring the rights of passengers and their protection. Unfortunately, the National Transport Strategy limited itself to stating the imperfection of financing the costs of carriers for the transportation of privileged categories of passengers, identifying the need to reform tariff regulation in the field of passenger transport by road and urban electric transport in accordance with European experience and transport accessibility. passengers in megacities, etc.
