Essay

In the XXI century, civil society is an influential actor in global socio-political processes, along with the state and business. Any socio-political or economic transformations in democracies are not possible without taking into account the will and interests of the "third sector". In fact, civil society is a measure of the legitimacy of the existing state regime, and an indicator of the effectiveness of the ruling class. High-quality communication of civil society with public authorities, business, and the expert community is the key to the implementation of effective public policy and a condition for the competitiveness of the state in the international arena. Given the passivity of public authorities and the vacuum of political will, civil society becomes a catalyst for socio-political change. An equally important component of the competitiveness of the state is the political society, which is the sphere of functioning of political parties, primarily parliaments, organizations and institutions of public policy. Political society is a mediator between the state and civil society. This is a society where the values and interests of civil society are accumulated, transformed and become a plan of action of public authorities.
