The purpose of the qualification work is the scientific substantiation of the theoretical and methodological foundations and the development of practical recommendations aimed at improving the organizational and economic mechanism of the development of rural territorial communities.
The object of the follow-up is the process of shaping and developing an organizational and economic mechanism for the development of rural territorial communities in the context of the decentralization reform.
The subject of the study is the sequence of theoretical, methodical and applied ambushes of the organizational and economic mechanism for the development of rural territorial communities in Ukraine.
The scientific novelty of the obtained results lies in the improvement of theoretical and substantiation of methodological principles and practical recommendations for the development of rural territorial communities.
The introduction substantiates the relevance of the topic, defines the goal, task, object and subject, methods and information base of the research, reveals the scientific novelty and practical significance of the obtained scientific results, the nature of their approval.
The first chapter "Theoretical foundations of the formation of the organizational and economic mechanism of the development of rural territorial communities in Ukraine" is devoted to the consideration of the territorial community as a subject of the decentralization reform, the characteristics of rural territorial communities and the components of the organizational and economic mechanism of their development.
In the second chapter "The state of development of rural territorial communities in Ukraine" current trends and results of the implementation of the decentralization reform are considered, the financial capacity of united territorial communities and the effectiveness of managing the development of rural territorial communities are assessed.
The third chapter "Improving the organizational and economic mechanism of the development of rural territorial communities" examines the directions of improving the state regulation of the decentralization reform in the context of the development of rural territorial communities, the formation of the concept of the development of rural territorial communities in Ukraine and the determinants of the growth of their financial and economic potential.
The problems of implementation of the decentralization reform identified during the research made it possible to single out the main approaches of the state regulation of the reform in the context of the development of rural territorial communities. We see an increase in the efficiency of the organizational and economic mechanism of the development of rural territorial communities due to taking into account measures and actions not only from the state, but also from the side of rural territorial communities. Among the main directions of the development of rural territorial communities, a significant place is given to the formation of an economically justified own community development strategy, which will be developed by the Center for the Development of Territorial Communities and Rural Territories. We associate the need for its creation with incompetent management at the level of territorial communities, in particular, the lack of a strategic vision of the possibilities of the decentralization reform regarding the development of rural communities, ensuring the growth of their financial and economic potential and competitiveness, which is the basis of rural revival, and therefore the suspension of rural migration population and depopulation of rural areas, lowering the quality of life of the rural population. An important stage in the development of the own strategy of rural territorial communities and the evaluation of their effective activity is the constant monitoring of the results of the implemented strategy on the basis of the identified indicators of development and the identification of the most effective communities in order to further stimulate them.
The study of the effectiveness of the functioning of rural territorial communities was carried out using the method of comparative analysis of the functioning environment (Data Envelopment Analysis), thanks to which, based on the identification of the most effective communities, a basic model of the development of rural territorial communities was formed with defined goals, components, measures and corresponding indicators of increasing their efficiency.
The need to use innovative approaches to the development of rural areas and effective financial instruments (public-private partnership, grant instruments, etc.) at the level of rural territorial communities to increase their financial and economic potential is substantiated, which will make it possible to solve issues of local importance through the attraction of investment resources from various sources.
