Boiko N. Information and analytical documents in the system of official documentation of local self-government authorities of Ukraine

The dissertation presents the results of a comprehensive study and the formed system of theoretical and applied elements of the functioning of the class of information and analytical documents in the system of official documentation of local self-government authorities of Ukraine in the conditions of informatization of society and introduction of digital technologies. A review of scientific papers and publications related to the object of study was carried out, which resulted in the identification of scientific concepts of formation of a class of information and analytical documents in the system of official documentation of local self-government authorities of Ukraine. The interpretation of the basic definitions of the conceptual framework that formed the basis of the dissertation research and formed the terminology of the scientific work. There was suggested an own definition of the concept of "information and analytical document" as a component of the official documentation of local self-government authorities of Ukraine. The theoretical and methodological foundations of information and analytical support of local self-government authorities of Ukraine on the basis of general scientific categories ("system", "structure", "function", "model") are substantiated. The above categories form the model of information and analytical support of local self-government authorities. The model of information and analytical support system is suggested: generalizes the types of information and analytical documents that function in local self-government authorities of Ukraine, and the classification scheme is made. The role of information and analytical documents in the system of official documentation of local self-government authorities of Ukraine and their impact on the formation of corporate culture of local self-government authorities of Ukraine is determined. The process of formation and existence of information and digital cultures in local self-government authorities as integral components of corporate culture is highlighted. The author offers her own definition of the information culture of local self-government bodies. Modern concepts in working with information and analytical documents in local self-government authorities, in particular, the functioning of information and analytical documents in the information society with the use of the latest digital technologies. The characteristics to be taken into account by local self-government authorities in the course of introducing digitalization of document management. The difficulties that arise during the implementation of digital services in the field of information and analytical support are identified.
