The dissertation is dedicated to the study of the specifics, state and development prospects of information and analytical centers of Ukraine in the context of management decision-making in modern conditions.
The thesis substantiates the role of information and analytical centers (IAC) in the process of decision-making and implementation in the conditions of reforming the management system of various branches of human life at the end of the 20th - beginning of the 21st century; the specifics of the formation and functioning of the IAC of Ukraine were revealed, as well as their priority tasks at the current stage and in the near future were analyzed; the main areas of optimization of IAC activities in Ukraine in the context of the specifics of making effective management decisions are revealed.
It was established that in the modern theoretical and practical discourse, the paradigm of information-analytical activity is spreading, in particular in the context of ensuring the formation of management decisions. The conducted critical analysis of the studied categories provides grounds for a conceptual understanding of the concept of "information and analytical center" as a separate organization (public), a structural subdivision or a working body of state institutions, the activity of which is focused on a comprehensive analysis of spheres, objects of activity of the subject of management, identification the most important trends and patterns of their development in order to ensure the necessary prerequisites for making effective management decisions.
It was found that the implementation of organizational and methodological support and the use of innovative technologies in the process of managing the scientific and educational activities of a higher education institution, in particular, the introduction of innovative methods and information technologies, the formation of a register of structural divisions, scientific groups and individual scientists, as well as the calculation of their rating, cataloging journals, identification of groups of scientists with excellent and potential competences, etc., with the aim of optimizing the management of the scientific potential of higher education institutions and increasing its rating and publication activity, is a priority result for these project groups. The development of modern technologies of scientific communication on the basis of the IAC of higher educational institutions is positioned as a promising trend - scientific libraries of domestic higher educational institutions are constantly improving their own services with the aim of developing information infrastructure, positive changes and adequate provision of the results of scientific research.
The study revealed that the activities of the IAC of Ukraine in the conditions of war are implemented in several directions: countering disinformation (in the context of the formation of a verified information base at the national level); analysis of military, socio-political, socio-economic, etc. events and their consequences for the population of Ukraine at the current stage; analysis of the consequences of war; analysis of the development of Ukraine after the end of the war. Prospective directions for improving the activities of the unified state coordination center for the functioning and methodological, informational and analytical support of the management activities of the state authorities after the end of the war with the Russian Federation are: active development of the military-technical and defense potential of Ukraine, forecasting the development of crisis situations and their impact on national security, analysis modern military-strategic concepts and principles of the use of armed forces; study of scientific and technical aspects of ensuring the national security of Ukraine, research of the policy of the leading countries of the world on the use of scientific and technical achievements in the development of promising weapons systems and military equipment; cooperation with the countries of the near abroad, comprehensive development and strengthening of expert-analytical, scientific, educational and cultural-humanitarian ties between Ukraine and European countries, strengthening the foundation of the Center's activities by appealing to authoritative research institutes and cooperation with independent scientists and experts in various industries, analysis of scientific, technical and economic cooperation of Ukraine with EU countries; study of the possibilities of using foreign methods of regulation and management of the economy in the interests of Ukraine, introduction of new technologies into industry, etc., patriotic and spiritual education of youth, expert-analytical, scientific, educational, cultural and humanitarian activities in Ukraine, etc.
