The dissertation is a comprehensive study of theoretical, methodological and practical aspects of the investment attractiveness of tourism in Ukraine. The topicality of the topic is caused by the lack of grouping of investment-attractive regions for the development of tourism, their characteristics, determination of key factors with the help of mathematical modeling that affect this indicator, and recommendations for strengthening the investment attractiveness of specific regions, as well as unified approach to the formulation of the concept of "investment attractiveness of tourism", its classification, content, extended interpretation of the essence, factors that determine investment attractiveness. The purpose of the dissertation research is to develop theoretical and methodological provisions and substantiate practical recommendations regarding the development of the investment attractiveness of tourism in Ukraine. The paper examines and systematizes the approaches of scientists to the interpretation of the concept of "investment attractiveness". The author's definition of the concept of investment attractiveness of tourism made it possible to form a conceptual and categorical apparatus. It has been developed the methodology of managing the investment attractiveness of the region and the mechanism of forming the investment attractiveness of tourism by substantiating the eight stages of assessing the investment attractiveness of tourism in the regions of Ukraine. It was carried out a comparative analysis of the world experience in the formation of the investment attractiveness of tourism, which made it possible to determine the problematic issues of investment in this industry, the formation of the international image of an investment-attractive country, branding on the international market and the creation of a national tourist product, its popularization, financing and promotion, and it was also noted that for the formation of this product, it is necessary to develop strategies and programs for the formation of the investment attractiveness of tourism. The mechanism of formation of the investment attractiveness of tourism is defined, it is characterized, and a system of indicators is proposed for assessing the investment potential and provision of the regions of Ukraine. It was improved the approach to the classification of factors that shape the investment attractiveness of tourism in the regions of Ukraine, it was developed a mechanism for their analysis and systematization, and in this way three clusters were formed according to the level of investment attractiveness of tourism. The result of the division of regions and their analysis of belonging to one or another cluster is formed the integral indicator of the investment attractiveness of tourism in the regions of Ukraine. It was defined the methodological foundations of the foresight of investment attractiveness and substantiated by analyzing the works of scientists, on the basis of which it was formed the concept of "foresight of investment attractiveness of tourism". The horizons of the foresight of the investment attractiveness of tourism of Ukraine are highlighted, which make it possible to determine the scenarios of the investment attractiveness of tourism for the purpose of planning and implementing preventive measures of investment in the industry. It was developed a multi-factor model, which confirms the correctness of the selected factors for the ranking of regions, as a result of which it was formed three clusters of regions according to the index of investment attractiveness. With the help of this model, it is possible not only to monitor changes in the investment attractiveness of tourism under the influence of a spectrum of tourist and economic factors, assessing their impact on the industry, but also to forecast changes in the investment attractiveness of tourism in the studied clusters. It was studied the implementation of the foresight of the investment attractiveness of tourism development in Ukraine by forming a set of opportunities and threats, strengths and weaknesses of the formed clusters, using the SWOT analysis method,. With the help of the "Two axes" method, the position of each cluster in the medium and long term is displayed in the coordinate plane. According to the results of the placement of tourist clusters, it was formed eight scenarios of investment attractiveness of tourism (4 scenarios in the medium-term period until 2027 and 4 scenarios in the long-term period until 2030). It has been established that the most optimal option, which will have progressive consequences with an increase in the investment attractiveness of cluster tourism in the medium-term perspective (until 2027), is the implementation of the "Optimistic" and "Local crisis" scenarios, and in the long-term perspective (until 2030) - "Progressive attractiveness" and "Adjustment-adaptation".
