Essay

In the dissertation work the complex scientific analysis of a problem of features of information policy of the Council of Europe under conditions of rapid information and communication transformations is carried out. The theoretical and methodological basis of the study are scientific methods, as well as methodological approaches to understanding the essence of information policy of the Council of Europe. Theoretical concepts of political modernization, «political networks», the theory of post-industrial, information and communication society, information theory and theory digitization became especially significant for the theoretical and methodological basis of the dissertation research.
