Essay

The dissertation provides a comprehensive solution to the scientific problem of substantiating theoretical and methodological principles and practical recommendations for ensuring the competitiveness of the region's hospitality industry. Based on the systematic analysis of scientific approaches to the research of the processes of ensuring the competitiveness of the hospitality industry, the scientific aspects of the definition of the categories "hospitality industry", "competitiveness" are summarized and the author's vision of the definition "competitiveness of the hospitality industry of the region" is proposed as a market-recognized and implemented comprehensive system of regional development, which characterized by the ability of hospitality entities to form unique regional products and high-quality services that can be integrated into other higher-level markets. The hierarchical platform for ensuring the competitiveness of the hospitality industry, built on the basis of taking into account the coherence of strategic decisions at all hierarchical levels, is defined and characterized. The proposed platform outlines the nature of the interaction of stakeholders of the hospitality industry at four main levels - global, national, regional and local and provides for the harmonization of regulatory and legal support, as well as allows to determine the characteristics of the interaction of the subjects of the hospitality industry and the nature of their involvement in the formation of complex regional products and services . Based on the study of European experience, regional aspects of ensuring the competitiveness of the hospitality industry are determined. In particular, the competitiveness of the hospitality industry through: government support through the implementation of special instruments in Germany, Portugal, Greece, England, Estonia, Lithuania, Slovakia and Slovenia; formation of new self-government in the region with its own budget in France, Sweden, Poland, Czech Republic; strengthening of local self-government powers and application of new forms of cooperation in Denmark, Finland, Ireland, Romania, Hungary; regional autonomy with legislative and administrative powers in Italy and Spain; transfer of powers to federal units of the state in Belgium and Switzerland. A methodical approach to the analysis and assessment of the competitiveness of the hospitality industry of the region has been developed, which allows to assess the resource, institutional, geopolitical conditions for ensuring the competitiveness of the hospitality industry and its competitive advantages in the social, economic and environmental spheres, and on this basis - to calculate the integral index of the competitiveness of the hospitality industry. The diagnosis of the competitiveness of the hospitality industry in the regions of the state was carried out. The grouping of the regions of the state was carried out according to the level of conditions for ensuring the competitiveness of the hospitality industry, the level of competitive advantages in the social, economic and environmental spheres, and the level of competitiveness of the hospitality industry. Regions-leaders, regions-middle-class, and regions-outsiders are distinguished by the level of competitiveness of the hospitality industry. It is proposed to consider the concept of ensuring the competitiveness of the hospitality industry of the region as a well-thought-out idea in the form of an integral system of means, regulations and attitudes to achieve goals in order to ensure the conditions for increasing the level of competitiveness of the hospitality industry of the region on the basis of sustainability and integration of market subjects of the hospitality industry. The cluster policy is defined as a tool for the integration of the hospitality industry into the global tourism market. It is proposed to interpret the hospitality industry cluster as a voluntary association of stakeholders for the formation of high-quality regional products and services due to the cooperation of small and medium-sized businesses in the region, as well as the creation of tourist destinations in the regions. A unified procedure for the formation of a regional cluster of the hospitality industry has been built, which, based on a clear algorithm of actions, makes it possible to gradually implement the information platform of potential participants of the cluster; determine the possibilities and prospects of the cluster's functioning, as well as possible obstacles and risks; establish clear conditions of operation and rules of action; create a regional cluster of the hospitality industry with participants who have the knowledge and skills to form and provide competitive products and services; to form a competitive hospitality industry in the region.
