Maksymov S. B. Mechanism of adaptive strategic planning in the management system of water transport enterprises. The thesis is devoted to the improvement of theoretical foundations and the development of a methodical approach to solving the problem of increasing the effectiveness of strategic planning in the system of managing the activities of water transport enterprises due to the implementation of an effective tools, namely the mechanism of adaptive strategic planning. The essence of the «strategic management» category has been developed. The place and role of strategic planning in the enterprise management system, which is a key management tool for modern business structures due to its acquisition of new features and filling with new functions and properties required by the adaptive component, thus expanding the horizon of its influence is substantiated. Given the considered theoretical approaches to the interpretation of the concept «strategic planning» – as a function, as a process, as a type of activity, as management tool, as a basis of strategic management, as a reaction to changes – the definition «adaptive strategic planning». According to the results of the study of strategic planning tools, they were systematized in accordance with three groups: analytical methods, matrix methods, forecasting and modeling methods. Analytical and diagnostic assessment of the current state of water transport enterprises both in the world and in Ukraine indicates insignificant growth trends, mainly due to the consequences of the Covid-19 pandemic. The peculiarities of the functioning and development of the water transport industry of Ukraine, analyzed for the period 2016-2021, show a significant reduction in sea transportation of goods by type. As for passenger transportation in international traffic, it is characterized by a sharp decline, and as a result of the suspension of transportation in 2020-2021. The current state of technical and economic indicators of water transport enterprises is characterized by outdated and uncompetitive rolling stock, lack of investment funds, rapid growth of costs, a significant percentage of unprofitable enterprises, and the level of financial results is characterized by a slight upward trend. A significant share in the realization of Ukraine's water potential is provided by the Danube region, in which it is appropriate to distinguish the leading transport shipping company PJSC «Ukrainian Danube Shipping Company» (PJSC «UDP»). In order to improve the tools of strategic planning, the mechanism of adaptive strategic planning for water transport enterprises. A methodical approach based on the mechanism of adaptive strategic planning which includes successive stages was formed: justification of the need to develop an adaptive strategic plan; comprehensive monitoring of enterprise activity; strategic analysis and formation of elements of an adaptive strategic plan; determination of the expected results from the implementation of the adaptive strategic plan. The proposed methodological approach is a step-by-step instruction on the formation and evaluation of an adaptive strategic plan, and also more clearly regulates the practical implementation of the mechanism. Systematized types of strategies for the water enterprise transport by management levels and ranked by priority in use. According to the results of the study, the system of indicators for comprehensive monitoring of water transport enterprises has been improved by the author. The system of indicators consists of eight groups: technical-operational, innovative-investment, market, financial, economic efficiency, organizational, environmental and personnel support, and allows for a comprehensive and effective assessment of the functioning of the enterprise due to the balance between qualitative and quantitative indicators, and also provides preference for relative indicators over natural ones. Approbation of the proposed mechanism of adaptive strategic planning was carried out on the example of PJSC «UDP». The application of recommended strategies and proposed strategic measures, taking into account the calculated forecast trends, the results of an expert survey of the management and administrative staff of PJSC «UDP» and the normative values of the indicators that take into account the specifics of the activities of water transport enterprises, made it possible to calculate the forecast indicators of steam shipping activities according to key indicators for the period 2024-2028. The evaluation of the effectiveness of the strategic plan indicates the expediency of the implementation of the developed Draft Strategic Plan, which is confirmed by an increase in income by 58% with an increase in expenses by 40,69%, a positive change in net profit by nineteen times, the achievement of a profitability level of 12%, the increase volumes of transportation and freight turnover by almost 76%.
