Belianska Yu.V. Mechanism of innovation management at transport enterprises. Qualified research as the manuscript copyright. The thesis is submitted for the degree of Doctor of Philosophy, Specialty 073 Management. State University of Infrastructure and Technologies of the Ministry of Education and Science of Ukraine. Kyiv, 2023. The thesis is substantiated the theoretical and methodological provisions and scientific and practical recommendations for improving the efficiency of innovation activity through the formation of a mechanism of innovation management at transport enterprises. Scientific approaches to the definition of the key concept of "innovation at transport enterprises" are summarized, which is allowed to identify it as the result of an idea implementation in the form of the implementation of newly created (applied) and (or) improved technologies, products, services, organizational, and technical solutions in transport infrastructure, vehicles, and transportation technologies that provide economic, technical, social, environmental effects. It should be noted that in this study, a transport enterprise is a legal entity that organizes, manages and provides transport services based on the use of vehicles, transportation technologies and maintenance of transport infrastructure, ensuring the movement of passengers, cargo, baggage, mail from one point to another. The essence of the concept of "innovatively active transport enterprise" is developed, which, unlike the existing ones, is defined as an enterprise that has the potential in the form of factors, resources, and conditions for creating, implementing, and using innovations in the provision of transport services, renewal of vehicles, transportation technologies, and transport infrastructure and implements it through the organization of its own business processes. Based on the analysis of the efficiency assessment system of innovation activity, it is proposed to add the following indicators: the coefficient of the scientific component of innovation, the coefficient of own scientific potential of innovation, the coefficient of innovation activity costs for real investments implementation, the coefficient of innovation implementation by transport enterprises, and the coefficient of market innovations of transport enterprises. A mechanism of innovation management at transport enterprises is developed, the purpose of which is to increase the efficiency of innovation activities at transport enterprises. A model for the formation of the innovation potential at transport enterprise as a set of projects, namely, the initial innovation, a set of investment projects at different stages of the life cycle and innovations, implemented at the enterprise, is developed. A scientific and methodological approach to assessing the feasibility of implementing innovations at transport enterprises in conditions of increased uncertainty is developed, based on the use of the similarity apparatus (homomorphism) to consider the experience of implementing innovations and investment projects at this and similar transport enterprises. A mental model of the formation of economic efficiency from the innovation implementation in JSC "Ukrzaliznytsia" is built on the basis of the identified key uncertainties (the effect of innovation and the degree of demand for innovative products by consumers). This made it possible to develop a system of scenarios for the implementation of innovative projects based on scenario modeling ("Gradual growth", "Loss of resources", "Loss of opportunities", and "Preservation of development opportunities"), for which the possible effectiveness of innovation implementation in improving the transport (rail) infrastructure is assessed. A methodological approach to harmonizing the interests of participants in public-private partnerships for an innovative project implementation using innovative cooperation is proposed. In implementing this approach, at the first stage, scenarios are analyzed regarding the possibility of involving private business and other institutions in innovation implementation at a transport enterprise; at the second stage, indicators of net present value, volume of income considering discounting, and the least present value of private business income are calculated for selected scenarios of an innovative project implementation under different variants of the financing structure; at the third stage, the structure of financing sources for an innovative project is approved.
