Biliavets A. Development of professional competence of junior inspectors of the border guard service by means of distance learning in the system of further training

The thesis is dedicated to the resolution of the scientific task of developing the professional competence of junior inspectors of the State Border Guard Service of Ukraine by means of distance learning in the system of further training. In the first chapter – «Theoretical foundations of development of the professional competence of junior inspectors of the border guard service by means of distance learning in the system of further training» – professional competence of the junior staff of the State Border Guard Service of Ukraine as a scientific category has been considered; the system and training courses for junior inspectors of the State Border Guard Service have been characterized; the peculiarities of distance learning in the system of further training of inspectors of the State Border Guard Service of Ukraine have been investigated; the essence, structure and content of the professional competence of junior inspectors of the State Border Guard Service of Ukraine have been determined. In the second chapter – «Scientific and methodological principles of professional competence development by means of distance learning in the system of further training» – the criteria and indicators of the professional competence development of junior inspectors of the border guard service and its level of development have been defined, the current state of professional competence of the inspectors of the State Border guard service of Ukraine has been outlined, pedagogical conditions have been substantiated and a structural-functional model of the development of professional competence of junior inspectors of the border guard service by means of distance learning in the system of further training has been developed. In the third chapter – «Organization, content and results of the experimental study» – the peculiarities of the organization, content and methodology of the pedagogical experiment are highlighted, the results of the formative stage of the study and methodological recommendations for the development of the professional competence of junior inspectors of the border guard service by means of distance learning in the system of further training are presented. The scientific novelty of the obtained results is that: for the first time: the pedagogical conditions for the development of the professional competence of junior border guard service inspectors by means of distance learning in the system of further training have been defined and substantiated: (implementation of common standards of professional training at the basic level of border guards of EU countries for the training of junior border guard service inspectors in departmental educational institutions of the State Border Guard Service of Ukraine; selection of content and development of distance training courses for the training of junior inspectors of the border guard service, taking into account European experience and the content of operational service and combat tasks of border guard units; interdisciplinary integration of special, joint military and fire training by developing a distance course in the further training system for personnel to conduct combat operations; involvement of junior inspectors of the border guard service in the information and educational environment of the departmental educational institution and organization of independent cognitive activity within the framework of distance courses based on international educational web platforms); a structural-functional model of the development of professional competence of junior inspectors of the border guard service in the system of further training with the use of distance learning tools has been developed. The model consists of conceptual-target, organizational-content diagnostic-analytical blocks; the structure of the professional competence of the junior inspector of the border guard service has been clarified as a unity of motivational-value, cognitive-intellectual, activity-operational and professional-personality components; diagnostic apparatus for clarifying the state of development of the professional competence of a junior inspector of the border guard service by means of distance learning in the system of further training has been improved due to the use of criteria (motivational, cognitive, activity and professional-personal), corresponding indicators and characteristics of levels (reproductive, reconstructive, productive and creative) of development of the specified property; the essence and content of the professional competence of a junior inspector of the border guard service have been further developed.
