The dissertation is devoted to the deepening of theoretical and methodological foundations and development of practical recommendations for organizational and economic support of digitalization of the regional economic systems.
The importance of digitalization as a process of economic development is explained by the functional potential of information and communication technologies to provide digital alternatives within the framework of economic systems of various resources levels that require less cost and time burden, ensure the release of additional and contribute to the improvement of conditions for the development of human capital. That is why, in the context of ensuring stabilization and intensification of the development of the national economic system, the issue of creating proper prerequisites for the development and permanent diffusion of digitalization processes of the regional economic systems, taking into account the existing needs of war economy and prospective post-war recovery, is being brought up to date.
The research was carried out in accordance with the thematic research plan of Chernihiv Polytechnic National University, in particular "Modernization principles of the regional sustainable development of Ukraine in the conditions of the authorities’ decentralization" (No. 0117U004541, 2017-2022), "Mechanisms of state management of the regional development in the conditions of reformatting of power relations" (No. 0120U105292, 2020-2025), "Strategic management of enterprises in the conditions of post-war reconstruction" (No. 0117U004542, 2022-2025).
The aim of the dissertation is to deepen theoretical provisions, justify methodological principles and develop practical recommendations regarding the organizational-economic support of digitalization of the regional economic systems in modern conditions.
The object of the research is the processes of organizational-economic support of digitalization of regional economic systems in current conditions.
The subject of the research is theoretical, methodological and applied aspects of organizational-economic support of digitalization of the regional economic systems.
The theoretical basis of the dissertation was the works of foreign and Ukrainian scientists on digitization processes at the state and regional levels, materials of special editions within the framework of the EU programs, results of long-term research and the Internet information base.
The proposed methodical approach to assessing the digitalization level of the regional economic systems was tested, which made it possible to rank and group the regions of Ukraine both by the comprehensive indicator of digitalization of the regional economic systems and by its individual components, and to develop directions for the activation of digitalization processes.
A model of organizational-economic support for the provision of digital services in the regions of Ukraine has been developed, which is based on the implementation of the successful practice of EU countries and provides for structural and management components that allow for further development of digital services and contribute to their implementation in the social and economic spheres.
A management model of the influence of the national and regional authorities on digitalization processes in the wartime period is proposed, which allows identifying the key functional roles of government structures in the conditions of digital transformation of economic systems at various levels based on the harmonization of their institutional capacity to ensure the development of regions in the context of the introduction of information and communication technologies.
A mechanism for organizational-economic support of digitalization of the regional economic systems has been developed with the specification of basic components, in particular regulatory, organizational, functional and transformational, the use of which allows, taking into account modern challenges of digital economy, to develop diversified directions for the activation of the processes of digital transformation of the regional economic systems.
Practical significance of the obtained results is that the scientific developments presented in the dissertation expand theoretical and methodological basis for assessing the impact of digitization processes on the development of the regional economic systems. Specific recommendations can be used in the formation of short- and medium-term programs for the region’s development, in the analytical work of local authorities, in the management activities of local self-government bodies, individual enterprises and business associations.
