Essay

The dissertation deals with theoretical generalization of an important scientific issue of solving the problem of agrarian universities competitiveness management in the educational services market and proposes a new solution to its solving. Consistency and balanced socio-ecological and economic aspects of the universities activities in short- and long-term prospects based on the formation of new competitive advantages in various areas of activity and strengthening of existing ones are considered as the conditions and principles of achieving their sustainable competitiveness. The author highlights the trends and regularities of the universities development under digitalization revealing the content of transformations aimed to generate new and strengthen the existing competitive advantages on the basis of network competitive partnership in interaction with stakeholders in ensuring the competitiveness of the universities educational, scientific and innovative, research services and products. The introduction substantiates the importance and relevance of the topic of the study, defines the purpose, task of the research and its basic provisions; formulates the scientific and practical value of the obtained research results. The first chapter of the dissertation reveals the specifics of higher education institutions competitiveness management considering identification of their competitive advantages, strategic and adaptive (tactical and operational) management. It is argued that ensuring the competitiveness of agrarian universities in the current conditions can is achieved on the basis of digitalization, network partnerships and the mandatory consideration of the principles of sustainable development, which will provide socio-ecological and economic contribution to the development of rural territories of the region and the agricultural sector of the economy, in particular. The study substantiates the component of the agrarian universities management competitiveness models based on the integration of strategic management, consumer values and risk management as a set of principles, methods and tools combining development strategy and tactical and operational management of activities adapted to modern trends in their development, especially to conditions of uncertainty and risk. The study defines the components of the system of information and analytical support for the agrarian universities competitiveness management including external and internal sources of information blocks. The study reveals information features details, its availability and role in ensuring the effectiveness of management decisions. The second chapter of the dissertation reveals the existing system of international, regional and national ratings of higher education institutions as an information and analytical tool for analyzing the competitiveness of universities in the higher education system services market. The conclusion about the need to rate the competitiveness of higher education institutions based on information from rating systems as a basis for developing a methodical approach to assessing the competitiveness of agrarian institutions of higher education is substantiated. An analysis of the external environment of the agrarian universities functioning was carried out. It is proved to be variable and have a high level of uncertainty, which requires systematic tracking of its factors and vectors impact on the stability of the competitive position on the market, as well as taking into account in the course of competitive strategies development. Agrarian universities development features are systematized and their development trends are determined. The latter were evaluated in aspects of ensuring their competitiveness in the target segments, which made it possible to draw a conclusion about the directions of new market formation competitive advantages and strengthening of existing ones on the basis of flexibility and prompt response to changes in the external environment. The author has systematized the peculiarities of educational and scientific innovative services of agricultural higher education institutions, taking into account numerous specific factors that should be considered in product services portfolio forming in the aspect of achieving the highest level of their compliance with requests and some consumers requirements. The portfolio of educational services of agrarian universities was analyzed according to the students training levels and it was found that only half of the portfolio contain educational programs of an agrarian profile. The study revel the tendency to expand the portfolio of educational services at the expense of opportunistic training specialties in recent years, which requires a deep analysis when making such a decision with taking into account numerous factors.
