Essay

Since gaining independence, Ukraine has been developing its national higher education system in line with international practices. The Strategy for the Development of Higher Education in Ukraine for 2022-2032 considers higher education from the perspective of intellectual, cultural and professional development of the individual, formation of high-quality human capital, and social cohesion to establish Ukraine as an equal member of the European and global community. Russia’s large-scale military aggression against Ukraine, which began on 24 February 2022, has highlighted the urgency of further systemic reforms of the national higher education system for the sake of victory and effective recovery of the country. Synchronisation with international standards and integration into the European and global educational area are the only alternatives for these reforms. The Law of Ukraine “On Higher Education” defines the international integration of higher education in Ukraine, provided that the achievements and progressive traditions of the national higher education system are preserved and developed, as one of the principles of state policy in the field of higher education. A part of this process is to understand the experience of leading countries, in particular the Republic of Korea, which ranked thirteenth among the world's economies in 2022. The dynamic development of Korean higher education is reflected in the high global rankings of national universities and is aimed at building intellectual potential. Korea is one of fourteen OECD countries where at least half of people aged 25-34 have a tertiary education. The key is an innovative government policy that ensures a high percentage of spending on education (6.4% of GDP in 2020), one third of which (approximately ₩ 84.1 trillion) is directed to the development of the higher education 11 sector. At the same time, the appreciation of the fundamental ideas of Confucianism remains unchanged, which in synthesis forms a highly effective model of higher education that is of great interest to the global research community. The dissertation is devoted to the study of the phenomenon of higher education in the Republic of Korea in the format of trends on the basis of the unity of its essential characteristics for the world research community. In the dissertation, the author analyses the state of development of the research problem; characterises the formation of higher education in the Republic of Korea and the peculiarities of its functioning in the context of globalisation and regionalisation, reveals the organisational and content principles of functioning of higher education in the Republic of Korea, identifies the directions and essential characteristics of its development, substantiates the prospects for the use of innovative South Korean practices in the field of higher education in Ukrainian realities on the basis of strategic guidelines for the development of the higher education system in Ukraine.
