In the dissertation work, based on the conducted research, an important scientific and applied problem of increasing the efficiency of methods and models of selection and formation of project teams in security-oriented systems based on the example of civil defense was solved. An incremental model of the implementation of the information-analytical system for the formation of project teams in the civil defense system has been developed, which includes evaluation processes based on the vector model of the integral index of the candidate's competence. The model-scheme of the integral index for evaluating a candidate for a project team in the civil defense system, which takes into account professional and personal skills based on the matrix of the candidate's suitability for the role of the team, has been improved. After conducting an analysis of the global experience of using HRM and information expert systems in the process of selection and formation of personnel for project-oriented teams, we generalized the well-known model of personnel selection. A new terminological base "safety-oriented systems" is proposed. They are complex and formalized due to the particularity of the passage and the specificity of the service in security-oriented systems. A model-scheme of the formation of a project team in a security-oriented system has been developed, the main necessary criteria for personnel selection based on index values in automated expert human resource management systems, which can be applied in the personnel service of civil protection, law enforcement agencies and technicians of the Armed Forces of Ukraine, are described. Organizational structures for project teams were analyzed and classified. The proposed models can be used for the development of information technology for the design of organizational systems with the possibility of recommendations for making personnel decisions, which are generated from a set of alternatives of organizational structures according to a set of criteria. The project approach to the description of the life cycle of complex safety-oriented systems is considered, namely, the life cycle of sociotechnical systems is described, taking into account their features and environment. Systems, types of teams and their evaluations in project management methodology are classified. A model-scheme of the life cycle in a safety-oriented system was created, taking into account the management processes of monitoring and control, the level of labor costs. In further research, it is expedient to consider separately each of the phases of the life cycle of a security-oriented system and their interdependence to achieve the goals of the selection and formation of project teams in the civil defense system. The methods of evaluating and selecting human resources, as well as the criteria for their selection in complex socio-technical systems, are analyzed using the example of higher education institutions with specific training conditions in the civil defense system of Ukraine. A model of team formation in a security-oriented system has been developed. The implementation of these methods and the proposed models will contribute to the effective testing of new applicants for inclusion in the projects of the civil defense system of Ukraine at all life cycles of the organization. In this work, we analyzed information systems of human resources management and selection criteria for complex socio-technical systems. A model of the formation of an information system was developed for its introduction into safety-oriented systems for the automation and optimization of human resource management personnel processes. A module for the selection of candidates for project teams of safety-oriented systems based on the index method for further formation of the project team has been introduced into the information system. A model is proposed for testing new information systems, as well as system integration with databases, which improve the efficiency of process management at all levels of the life cycles of employees and the organization. The possibilities of automation of HR processes and integration of the information system supporting the formation of project teams in safety-oriented systems are considered. A model scheme of an iterative approach to the development of an information system for human resources management for higher education institutions has been developed, taking into account the parameters of special conditions of study. An information system for supporting personnel decision-making of higher education institutions as an expert system has been developed.
