The dissertation study is devoted to the problem of managing the
development of media culture of heads of general secondary education institutions
in the system of methodological work.
The significant potential of the educational process to improve its quality
lies in its management capabilities. The management of the development of media
culture of general secondary education institution managers in the system of
methodological work occupies one of the key positions. The relevance of this
problem and the lack of its development in theory and practice led to the choice of
the research topic: "Managing the Development of Media Culture of General
Secondary Education Institution Heads in the System of Methodological Work".
In accordance with the purpose of the study (clarification of the scientific
and theoretical basis for the development of media culture of heads of general
secondary education institutions; development of a model for managing the
development of media culture of heads of general secondary education institutions
in the system of methodological work; theoretical substantiation and experimental
verification of it), certain research tasks have been identified.
In fulfillment of the first task, an analytical review of the literature on the
research topic was carried out and basic concepts were identified. The definition of
the concept of "management of the development of media culture of general
secondary education institution managers in the system of methodological work" is
clarified, which means the purposeful actions of the managing system
(methodological advisory service of the CPRPP) on the managed system (head of
general secondary education institution), which results in changes of objects from
the lower to the higher level, namely, the manager's ability to effectively interact
with the media, behave properly in the information environment, a deep
understanding of the sense of reality created by media sources and the ability to
learn.
In solving the second task, the state of management of the development of
media culture of general secondary education institutions' heads in the system of
methodological work was analyzed. It was determined that the management of the
development of media culture of general secondary education institutions'
managers in the system of methodological work is at the level of formation and
often has signs of inconsistency and randomness, and therefore there is a need to
develop a model for managing the development of media culture of general
secondary education institutions' managers in the system of methodological work.
The result of the third task is the development, scientific substantiation and
experimental verification of the model for managing the development of media
culture of heads of general secondary education institutions in the system of
methodological work. The developed model for managing the development of
media culture of heads of general secondary education institutions in the context of
methodological service is systemic in all respects, as it meets the generally
accepted provisions of system theory: purposefulness, complexity, divisibility,
integrity, structuredness. The systemic component of this model is the goal, which
is to increase the level of formation of the media culture of the head of a general
secondary school in the system of methodological work. The model is based on the
conceptual-target, content, organizational-structural, procedural-technological,
resultant-corrective blocks, which have two-way connections with each other.
Each component is detailed and reflected in the developed submodel (factor-
criterion (qualimetric) submodel), which made it possible to clarify the criteria and
indicators of the development of media culture of general secondary education
institution managers, which made it possible to determine the conditions for
managing the development of media culture of general secondary education
institution managers in the system of methodological work.
To fulfill the fourth task, methodological recommendations were developed
for subjects of different levels of management of the development of media culture
of general secondary education institutions' heads in the system of methodological
work and a methodological complex for the development of media culture of
general secondary education institutions' heads, which offers diagnostic materials
with justification of the methodology of their application, the author's online
course "Development of Media Culture of General Secondary Education
Institution Heads", curriculum and methodological work of the district.
