The essence of the organization of the use of recreational land use within the water protection zones of the territories of cities has been clarified, the ecological, economic and social problems of recreational land use in large cities have been summarized, and the methodological and methodological foundations of its formation and development have been determined. It is substantiated that recreational land use, as a rule, depends on the embodiment of land plots and the rights to them, the terms of validity and types of rights and the quality of their protection, the type of recreational activity depending on the mode of use (purpose, functional) of land
and other natural resources, its effectiveness, existing institutional environment, spatial characteristics and many other factors, and in its essence is socio-economic and an eco-cultural phenomenon of our time. It is substantiated that recreational land use zoning of water protection zones and coastal protection strips is implemented in terms of subtypes of land use. A logical and meaningful model of multifunctional urban land use within the territories of water protection zones and coastal protection strips has been developed. It is substantiated that recreational land use zoning of water protection zones and coastal protection strips is implemented in terms of subtypes of land use. The stages of conducting a comprehensive assessment of resources for the development of recreational land use of water protection zones and coastal protection strips are substantiated. A logical and meaningful scheme of the methodological process of the formation of recreational land use of water protection zones and coastal protective strips within cities has been developed. The dissertation examines the development trends of recreational land use of water protection zones and coastal strips within the territory of the city of Kyiv. It was found that in the city of Kyiv there was an increase in social losses by UAH 1236,6 million, economic losses by UAH 1669,2 million, and budget losses by UAH 121,8 million as a result of unsatisfactory implementation of institutional and management measures to reduce the level of environmental hazards. Proposals have been developed to create a single institutional field that would fundamentally change the rules and norms of recreational land use. The «Index of recreational well-being» of land use of water protection zones and coastal protection strips is proposed as an integral indicator. Zoning of the territory based on the value of the index of recreational well-being is justified. The main directions for improving the institutional support for the
development of urban recreational land use in water protection zones and coastal strips have been formed, ecological, economic and institutional directions for its development have been proposed, methodical approaches for estimating the cost of recreational land use in coastal protective strips have been improved. It is substantiated that the natural and recreational potential of recreational
land use is created in the process of land development for recreational purposes. Іn the course of conducting the research, we proposed a classification of land use of coastal protection strips in cities according to the types of development of functional zones. Accordingly, the calculations showed that the largest value within the coastal protective strip, for example, the ichthyological-botanical reserve of local importance «Lake Verbne», obtained according to the method of normative monetary valuation of the lands of settlements (2016), has the land use of beaches - 19729 thousand UAH for 1 ha.
