Antoniuk D. Legitimation Aspects of Anti-Corruption Control in Ukraine in the Conditions of Globalization

The dissertation is devoted to the topical issue of studying the essence and place of anti-corruption control in the process of legitimizing public power in Ukraine in the context of globalization. Ukraine’s membership in the European Union and NATO largely depends on the correct actions and decisions of the national public authorities to fulfill the conditions of accession, among which the fight against corruption is of primary importance. Adherence to the European integration course determined by the changes to the Constitution of Ukraine in 2019 is impossible without the legitimacy of the Ukrainian government, both from the side of its own people and the international community. With the beginning of the active phase of the Russian-Ukrainian war, there was an urgent need for the collective actions necessary to protect state sovereignty. Differences and lack of mutual trust at this time, caused by corruption abuses in the government bodies, result in the weakening of Ukraine’s defense capabilities and endanger not only European integration prospects, but also the existence of Ukraine as a state. The thesis is aimed at solving these problems and its study is of high scientific relevance and great practical significance for the further development of anti-corruption control in Ukraine. Taking this into account, the object of scientific analysis is the formation and implementation of anti-corruption policy in Ukraine in the context of globalization and European integration processes. The subject of the dissertation study is the legitimizing aspects of anti-corruption control as a mechanism for combating corruption in Ukraine against the background of the globalization processes deploying. The objective of the thesis was to carry out a comprehensive study of the legitimation potential of the anti-corruption control mechanism in the context of globalization. In order to achieve it, a number of specific tasks were solved, namely: the theoretical and methodological principles of the study of anti-corruption control in legitimation processes in the context of globalization were determined; the legal and political foundations of anti-corruption control as a mechanism of legitimation of public power in Ukraine in the context of European integration are highlighted; the peculiarities of anti-corruption control are analyzed as factors of delegitimization of power in Ukraine; the role of anti-corruption control in the formation of citizens’ trust in government institutions is analyzed; the legitimation potential of civil society institutions in the mechanism of anti-corruption control in Ukraine is investigated. The dissertation consists of an abstract, an introduction, four sections, conclusions, a list of references and appendices. The introduction substantiates the relevance and timeliness of the performed study, formulates its objective and tasks, presents the object and subject, research methods, formulates the scientific novelty and practical significance of the obtained results, and describes their approbation.
