The study is devoted to the improvement of theoretical and methodological aspects of scientific and technical cooperation in the conditions of constant changes and globalization processes between Ukraine and the countries of the European Union; assessment of the level of cooperation between Ukraine and EU countries in the field of science and technology; determination of priority areas of development of Ukraine in the field of science and technology. The relevance of the topic is determined by the rapid processes of globalization and new innovative solutions and research in the field of science and technology. In the introduction, the relevance of the topic is substantiated, the goal is formulated, the task is set, the subject, object and methods of research are defined, the main provisions of scientific novelty and the practical significance of the obtained results are outlined. The first chapter examines the concept of "globalization" and "international scientific and technical cooperation". On the basis of the conducted analysis, the definition of the concept of "globalization" was formulated; the content of the concept of "international scientific and technical cooperation", in which, unlike the existing ones, a comprehensive approach to the implementation of functional, target, institutional and historical-evolutionary characteristics was not used in their formation, which increases the dynamism of the processes of convergence of international innovation systems, respectively. The main forms of manifestation of scientific and technical cooperation, as well as subjects of scientific and technical cooperation, depending on the level of international interaction, are determined. In the course of the dissertation research, methodical approaches to the analysis of the effectiveness of scientific and technical cooperation based on indicators based on the calculation of the main influencing factors were determined. The institutional and legal principles of supporting the development of the scientific and technical sphere in Ukraine have been systematized. The methodology for assessing the effectiveness of the potential of scientific and technical cooperation is substantiated by analyzing such indicators as GDP per capita, the country's population, the costs of scientific research and development by type of work, the global innovation index, the share of research personnel and researchers in the total number active population of the country, export of high technologies, patent applications. In the second section, the indicators of the effectiveness of the potential of scientific and technical cooperation by country are analyzed, using the statistical method of data analysis. The level of employment of the population in the scientific and technical sphere in Ukraine has been calculated. During the research, it was determined that the active development of the scientific, technical and industrial spheres is a priority task for Ukraine today. The institutional and legal foundations of scientific and technical cooperation between Ukraine and EU countries are considered. The legal framework between Ukraine and the EU countries was established by the method of analysis and synthesis. In the course of the study, the main directions of the development of science and technology in Ukraine were highlighted, as well as promising scientific and technical developments in various fields were identified. On the basis of the obtained results, the priority directions of the development of the scientific and technical sphere of Ukraine were determined. The impact of COVID-19 and the large-scale armed aggression of the Russian Federation against Ukraine was analyzed, and the main developments of Ukrainian scientists were identified. In the third chapter, it was proved that an important aspect of the development of science and technology is participation in various scientific programs. In particular, Ukraine's participation in the following programs was analyzed: "Horizon Europe", Erasmus+, LIFE, COST. A structural-logical model of a scientist's participation in a research support program is proposed. To improve cooperation in the context of participation in support programs from the EU, recommendations have been developed for scientists and the state. A methodology for evaluating the effectiveness of scientific and technical cooperation by the method of expert evaluations is proposed, which, unlike the existing method, provides flexibility and adaptability to changing conditions of the functioning of external and internal factors. A model of the formation of the principles of innovation management through the determination of the priority of institutional tools in the process of scientific and technical cooperation of Ukraine with EU countries has been developed, which, unlike the existing one, provides an opportunity to harmonize the differentiation of innovation systems of individual countries.
