The dissertation is devoted to the study of the organizational and legal aspects of the provision of administrative services on the Ukrainian stock market, the theoretical and methodological principles of the study of administrative services on the stock market are determined, the subjects of relations regarding administrative services on the background market of the country are investigated, and the prospects for the development of the field of administrative services on the stock market are outlined market of Ukraine. The purpose, tasks, research methods, scientific novelty and practical significance of the obtained results are established in the work. It is established that the development of the perception of the category “market” has gone a long way, as a result of which its perception was formed in the territorial-spatial, socio-economic, systemic, institutional, reproductive and infrastructural sense. Applying an integrative approach, in the most generalized form we have defined the category “market” as an environment in which people enter into mutual relations regarding the purchase and sale of goods and services, as well as capital at a mutually agreed price based on supply and demand. It is substantiated that today the securities market is one of the main elements of the financial market of any state. It represents a certain environment within which its participants function, between which various kinds of legal relations arise related to the emission (issuance), circulation, fulfilment of obligations, redemption and accounting of securities (including derivative securities). A large number of types of securities provides an opportunity for the emergence of a fairly wide range of relationships with various economic and legal consequences. At the same time, such relations can arise both between the direct owner of the security and between persons who contribute to the emergence, development and termination of these relations. Analysing the provisions of the current legislation, including the provisions of the Law of Ukraine “On Administrative Services”, it was established that the legislator, when defining administrative services, partially used an integrative approach and emphasized that an administrative service is, first of all, the result of activities that is aimed at ensuring the realization of the rights and legitimate interests of persons who have applied for such a service to authorized persons. It has been proven that the relations of administrative services in the securities market are relations regulated by the norms of administrative law, which reflect the activity of subjects of authority with a special legal status in the securities market, which results in an effect that is objective in the satisfaction of the law and the interests of the persons who addressed them and who are participants in relations related to the circulation of securities. The scientific novelty of the obtained results lies in the fact that the dissertation is one of the first attempts to improve and optimize the organizational and legal aspects of the provision of administrative services on the stock market of Ukraine. As a result of the study, a number of new provisions were formulated and substantiated, which have important theoretical and practical significance for the further sustainable development of Ukraine as a legal state. The dissertation research has theoretical and practical significance, most of the formulated theoretical propositions, conclusions and proposals are used in various spheres of activity, in particular, in: – scientific and research sphere – as a basis for further development of organizational and legal aspects of the provision of administrative services on the stock market of Ukraine (implementation act of Sumy State University); – the educational process – during the preparation and conducting of lectures, seminars and practical classes with students on the disciplines “Administrative Law”, “Financial Law” (implementation act of Sumy State University); – practical activity – during the protection and representation of the rights, freedoms and interests of natural persons, the rights and interests of legal entities in administrative courts, state authorities and local self-government bodies (implementation certificate of the Sumy Law Firm “Lex”) and during the provision of consultations within the framework of the legislation on the provision of administrative services on the Ukrainian stock market; while interacting and exchanging information with state authorities, local self-government bodies, banking institutions of Ukraine; when considering appeals from citizens and legal entities (implementation certificate of the Sumy bank branch No. 51 of “TASKOMBANK” JSC).
