The relevance of the chosen research topic is driven by the need to adapt professional pre-higher pedagogical education to modern global challenges, including integration into the European educational space and the introduction of the latest technologies, given that the studied system provides training of such strategically important personnel for the state as teachers. In the first chapter of the work, the theoretical principles of public management of the system of professional pre-higher pedagogical education of Ukraine are investigated. In the second chapter, the state of public management of professional pre-higher education in Ukraine is analyzed and a model of the management system is proposed. The third chapter of the dissertation study is aimed at the development of a set of measures aimed at modernizing of public management mechanisms of professional pre-higher pedagogical education system of Ukraine. On the basis of the accumulated theoretical foundation and using such analytical tools as SWOT analysis, a strategy for the development of professional pre-higher pedagogical education aimed at achieving the defined strategic goals is proposed. In order to meet the set goals and objectives, a complex public management mechanism of professional pre-higher pedagogical education was developed, which includes such structural elements as strategic-political, normative-legal, organizational, economic, motivational, innovative – information mechanisms of public administration. The peculiarities of the functioning of each of the identified mechanisms and their impact on the entire educational system of professional pedagogical education are additionally analyzed.
