Noskov O. Optimization of state regulation in the sphere of small and medium business development in Ukraine

The dissertation is devoted to the theoretical substantiation and development of scientific and practical recommendations for the optimization of state regulation in the field of small and medium-sized business development in Ukraine. Theoretical generalization and a new solution to the actual scientific task is carried out by the author based on the consideration and analysis of modern trends in the development of public administration and the influence on the management processes of globalization, European integration, and informatization. The author takes into account the need to observe the principles of the market economy and a special approach to the state regulation of the development of SMEs, taking into account its social and economic importance, advantages and problems. The study characterizes the essence of state regulation of the development of small and medium-sized businesses as a set of forms, methods and tools of influence on economic and social relations, which are used by state bodies and services, as well as by the state - local self-government bodies and public institutions in accordance with state and national interests , goals and objectives. The conceptual principles of optimization of state regulation have been improved by taking into account the principles of the pendulum of the regulatory process and responsiveness and the application of adaptive management methods. The "swing" of state regulation is associated with changes in market conditions and other factors affecting SMEs and is characterized as a process of shifting emphasis from increased regulation to self-regulation.
