The dissertation study provides a solution to the scientific task of scientific and theoretical substantiation of a complex of scientific provisions regarding the use of digital technologies in municipal administration. The relevance of the research topic is substantiated, the connection with national normative legal acts is indicated, the degree of scientific elaboration of the topic is revealed, and the goal, task, object, and subject of the research are defined; the scientific novelty of the obtained results, their theoretical and practical significance, and the personal contribution of the recipient are characterized; data on the approval of research results and publication by topic are given, the structure and scope of the work are indicated. The relevance of the research topic chosen by the recipient is due to the active implementation of digital technologies in all spheres of communal economy, the wide use of digital governance systems in municipal administration. The success of the power decentralization reform created new financial and resource opportunities for local self-government bodies to implement Smart City programs and projects and other new forms of digitization of communities.At the same time, this set important and urgent tasks for the municipal management bodies to define new ways and mechanisms of development, and raised the bar of requirements for technical and technological support of community utilities. An important task is the need to orient all public servants to increase their own digital competences and form strategies for the digital development of communities, especially, taking into account the fact that in the conditions of war, this is of crucial importance for the development prospects of each community and the country as a whole. However, clear and scientifically based criteria and mechanisms for implementing digital governance in communities and improving municipal governance taking into account the digital transformation of society have not yet been fully developed.
