Vasylkovskyi O. Mechanisms of interaction of public administration bodies with the public

The dissertation substantiates scientific and theoretical approaches to the development of practical recommendations for improving the interaction of Public Administration bodies with the public, which made it possible to determine its main tasks, principles, functions, methods and forms. The essence, components and content of mechanisms of interaction of Public Administration bodies with the public are clarified. It is found out that the subjects of Public Administration should be considered representatives of state organizations and the system of bodies that determine their structure, representative bodies of government and the population, individual groups of the population and individuals. It is proposed to add civil society institutions to the subjects of the state and local levels. Based on the data obtained as a result of the analysis, we proposed ways to improve the information and communication mechanism. The main thing of this mechanism is to develop proposals for optimizing each of the elements of our proposed communication model. Thus, when entering into interaction, subjects should be informatively accessible to each other; the message "from the authorities to the population" should be formed taking into account the existing rating of information preferences of the population and information induction of the message; inclusion in the process of developing proposals for the development of communication infrastructure of representatives of public councils under public administration bodies. Using a systematic approach, the trends of changes in the interaction of Public Administration bodies and the public caused by the processes of digitalization are highlighted: further digitalization of all aspects of the state's activities, including the exercise of its power, leading to the formation of a digital State; deconcentration of state power in connection with the development of the network community; self-organization and self-government in the "Internet" Network; the diversity of power relations in the network; the extension of state power to relations in the network; the emergence and development of digital rights as the basis for interaction between the state, civil society and citizens in virtual reality, as well as restrictions for illegal actions in the network by the state authorities; changing the methods of exercising power by the state in the digital age; ensuring security in the network as one of the functions of the state and its further development; protecting state sovereignty in digital reality; programming and reprogramming the communication network in digital reality as a manifestation of power in the network. A conceptual model of interaction between public administration bodies and the public is proposed. The conceptual model of interaction of Public Administration bodies with the public includes: subjects and objects of interaction (depends on the initiator actor); principles; goals, tasks, conditions; forms; mechanisms (information and communication, participatory, crowdsourcing and public control mechanism); results of interaction. When organizing the interaction process for making managerial decisions, the actors of the interaction in accordance with their actual tasks can be public administration bodies or the public.
