Essay

The presented dissertation is a completed scientific research work in which an actual scientific problem is solved, which concerns the theoretical and methodological justification of the implementation of digital governance in local self-government bodies. The need to study the digitization of public administration in Ukrainian realities is determined by the practical need to build a digital economy and digital society, the synergistic potential of which can lead to transformational changes in the state and make the public sector whole, efficient and service oriented. In the process of building a digital society and Ukraine's integration into the European community, a digital transformation of public administration is taking place. The digital transformation of society and public administration coincided with the results of the successful reform of the decentralization of power. The combination of these processes created new conditions for the development of local self-government in Ukraine. At the same time, this presented the newly formed united territorial communities with important and urgent tasks of determining new ways and mechanisms of development and raised the bar of requirements for officials of local self-government of communities in the development of digital competences. Digital governance has become the main reference point for the successful social and economic development of communities. The topicality of the topic, in the conditions of war, is due to the need for accelerated digital transformation of public administration in communities and ensuring sustainable digital communication of local self-government bodies with residents of communities in order to combine the efforts of public authorities with civil society institutions in the process of community revitalization. Today, an important task is to direct the actions of local self-government bodies to the formation of strategies for the digital development of communities, taking into account national digitalization programs and projects. An important aspect of this process is the study and adaptation of the global experience of digital transformation, which, in the conditions of military aggression, creates the basis for the development prospects of the country and communities in the post-war period.
