The dissertation on competition of a scientific degree of the PhD in Public management and administration, specialty 281 - Public management and administration. - National University of Civil Defence of Ukraine. - Kharkiv, 2024. The research offers a solution to the current problem of substantiating the theoretical foundations and developing practical recommendations for improving the mechanisms of economic security state policy formation. Achieving the defined goal made it necessary to solve the tasks: the functions of the economic security state policy ensuring in the conditions of socio-economic instability were characterized, and an analysis of the structure of the mechanisms for the economic security state policy formation was carried out. The investment mechanism for the organization of personnel in the economic security state policy formation was outlined on the basis of a systemic analysis and the economic security state policy priorities formation in Ukraine was substantiated. The structural directions for the economic security state policy mechanisms improving are determined and the ways of the mechanism of investment activity efficiency increasing in the system of the economic security state policy are outlined. The object of research is the economic security state policy ensuring, and the subject of research is the economic security state policy formation in Ukraine. The methodological basis of the research is general scientific methods of research and special methods based on modern scientific principles of management, economics and related sciences. The methodology of the research was based on a systematic approach, the methodological specificity of which is determined by the fact that it focuses the research on the disclosure of the integrity of the object and the 6 mechanisms that provide it, on the selection of various types of connections of a complex object and their reduction into a single theoretical picture. The author used a number of scientific methods, in particular: the hypotheticaldeductive method of forming the methodology of the dissertation research, which made it possible to form the hypothesis of the research, to build heuristic models of the economic security state policy formation in Ukraine. The deductive proof of the proposed research hypothesis not only confirmed the correctness of the formation of its methodology, the validity of the conclusions, but also made it possible to propose and verify practical recommendations for the improvement of the researched object; structural and functional analysis, the essence of which consists in the selection of elements of the system of economic security state policy formation in Ukraine; a number of comparative methods that made it possible to analyze the standards and mechanisms of the economic security state policy formation in Ukraine; a statistical method that made it possible to reveal real and accurate facts about the state of the object under study; a prognostic method, by means of which more distant prospects of its development are determined; the theoretical and conceptual method that determined the direction of the research, embodied in the analysis of the functions, structure and parameters of the object, and made it possible to identify, understand, describe and compare the role of the economic security state policy formation in Ukraine, clarify its functions in the activity of each of the subsystems, evaluate the results of managerial influence, to identify perspectives and mechanisms. The information base of the dissertation research was made up of legal acts, works of foreign and domestic scientists, Internet resources, statistical information of the State Statistics Committee of Ukraine and other central executive authorities. The scientific novelty of the obtained results lies in the solution of the scientific task regarding the development of theoretical foundations and the justification of scientific and applied recommendations for the improvement of mechanisms for the economic security state policy formation. The author substantiated the directions for the economic security state policy mechanisms improving and developed the theoretical basis of the modern model of 7 economic security, which includes key provisions of the theory of long-term technical and economic development, management and sustainable development from a managerial and institutional standpoint, which outline cause-and-effect relationships , interdependence of sustainable development and effective management with the need to ensure the economic security of the state, society and business. Thus, the research proposed a solution to the task of substantiating the theoretical foundations and developing practical recommendations for improving the mechanisms for the economic security state policy formation, which is relevant for the science of public administration.
