Essay

Since independence, Ukraine has undergone three significant shifts that have significant for public administration and the system of public (administrative) services, including digitalization, administrative and fiscal decentralization: firstly, the transfer of powers and resources from state authorities to local self-government bodies; secondly, a rethinking of the role, tasks and functions of local selfgovernment in the context of Ukraine's European integration path and a transformational transition at the level of territorial communities; thirdly, the unification of territorial communities and the formation of capable communities with emphasis on improving the efficiency of local self-government bodies. Despite the military and other current challenges, the process of building a service-oriented state continues, which determines the prospects and vector of service provision through the digitalization of territorial communities, in particular the digitalization of public (administrative) services. By the holistic vision, which allows for a comprehensive analysis of the peculiarities of pre-war and military development of territories in Ukraine, the dissertation study solves an urgent scientific task, which is to substantiate the theoretical and methodological foundations of ensuring the quality of public services in territorial communities and to develop, on this basis, proposals and recommendations for local governments to improve the mechanisms for ensuring the quality of public (administrative) services in territorial communities in the context of digitalization.
