Essay

The dissertation is devoted to the substantiation of the conceptual foundations of the introduction of health insurance in Ukraine. The positive development of the state is possible only thanks to the normal formation and functioning of the state administration in the field of health care, since the latter is the main component of the social security of the state. The dissertation research revealed the essence and generalization of the conceptual and categorical apparatus of the study, in particular, health insurance is a financial product that provides financial coverage of treatment costs, that is, a contract between an insurance company and an individual, where the latter pays a contribution to the insurance company, and in return, the insurance company provides financial protection against medical expenses. Health insurance covers a wide range of medical expenses, including medications, surgeries, medical expenses, ambulance expenses, and more. It is noted that there are currently three main types of health care financing: state (budgetary), social insurance and private health insurance. Of course, pure forms do not exist in practice either in nature or in society. Therefore, financing of health care, as a rule, takes place in a mixed form. However, depending on the dominant form of financing, the health care system is divided into state (England, Ireland, Italy, Scotland), mandatory health insurance (Austria, Belgium, the Netherlands, Germany, Sweden, Japan) and mixed (budget-insurance) ( USA), where about 90% of the country's population uses the services of private insurance companies. When building a health care system, each country faces different challenges: no two health care systems are exactly the same; what works in one country is unlikely to be fully transferable to another country due to different health concerns, priorities and mindsets. Although complex, considering the implications of different models is critical to achieving equitable health care for all citizens, not just the wealthiest.
