The research proposed a solution to the current problem of substantiating the theoretical foundations and developing practical recommendations for improving public regulation by reforming higher education institutions using the example of the State Emergency Service of Ukraine. The ways of public regulation have been improved by training specialists in higher education institutions of the State Emergency Service of Ukraine, and the main methods of increasing the effectiveness of public regulation of reforming educational institutions of the State Emergency Service of Ukraine have been outlined. The object of the research is the public management of the reform of higher education institutions, and the subject of the research is the public regulation of the reform of the higher education institutions on the example of the State Emergency Service of Ukraine. Modern scientific methodology, based on the principles of: descent from the abstract to the concrete, the unity of the beginning of the research and the beginning of the development of the object, the coincidence of the logical and historical, the convergence of the laws of the development of the object and the laws of its knowledge, etc. The dissertation research is based on the analysis of foreign and domestic scientific sources, including Internet resources. The scientific novelty of the obtained results in the solution of the scientific task regarding the development of theoretical foundations and substantiation of scientific and applied recommendations for the improvement of public regulation by reforming institutions of higher education on the example of the State Emergency Service of Ukraine. For the first time, the author comprehensively substantiated the directions of public regulation by reforming higher education institutions using the example of the State Emergency Service of Ukraine in terms of expanding the tasks and improving the education system, administering the number and specialization of institutions, introducing the latest technologies into the educational process, increasing the requirements and lifelong learning of teachers, integration into the European educational system space and strengthening of interaction of higher education institutions with cadet practice bases, improvement of the quality and efficiency of the higher education system, etc. The dissertation improved the mechanism of implementing foreign experience of public regulation by reforming higher education institutions, which involves evaluating the effectiveness of educational services on the basis of the agreed, balanced formation of a competitive market for educational services and the labor market, as well as the organization and coordination of management of international activities of higher education and methods of increasing the effectiveness of public regulation of reforming educational institutions of the State Emergency Service of Ukraine as a complex socio-economic dynamic system based on a systemic approach to management using a set of modern means and methods of managing complex organizational systems, with the use of information technologies. There has been further development of improving the ways of public regulation by training specialists in higher education institutions of the State Emergency Service of Ukraine, which involves the formation of business potential taking into account the assessment of resource potential, the effectiveness of management of higher education institutions, its marketing activity in order to increase the effectiveness and efficiency of the educational process, ensuring its dynamic development by changing all components , and a system of designing directions for the reform of higher education institutions, which is based on the principles of the interaction of external and internal effects and provides for: monitoring the challenges of the external and internal environment, forming prerequisites for increasing research capacities, reorienting the internal culture to innovative and scientific entrepreneurship. The main provisions and conclusions of the dissertation can be used by specialists when writing textbooks and training manuals, creating educational and methodological literature; in the work of state authorities and in the process of forming modern foundations of public regulation by reforming higher education institutions on the example of the State Emergency Service of Ukraine.
