Essay

The dissertation work is devoted to the solution to the burning scientific task aimed at the improvement of theoretical-methodological basis and the formation of innovative organizational-economic mechanism of the state’s product security. The information basis of the research comes from the materials of Public Service of Statistics of Ukraine, Ministry of Economy of Ukraine, Ministry of Agrarian Policy and Provision, annual statistics reports, financial and statistics reporting of other government agencies, scientific developments of foreign and domestic scientists on the studied topic. As the result of the research it has been stated that to implement the principles of product self-supply of Ukraine’s regions the following measures should be taken: - to carry out detailed analysis of the condition of agricultural complex of the regions and to estimate the current situation properly; - to promote the development of farming and agricultural service cooperatives (ASC); - to justify the leading criteria of product self-supply and their resource provision; - to work out the Concept of cooperative forms and methods of agricultural complex management; - to sign legislative and normative-legal acts on the regional level. The author’s personal understanding of the term “food provision of population” is proposed. It is explained as a social-economic category which is shown in the ability of the state to satisfy the population’s needs in safe and high-quality organic food products in sufficient quantity, proper rational norms of consumption which allow to implement full-fledged and healthy life activity of every person considering his or her interests, and product security should be described as a political-legislative category which essence is specified in international agreements. The criteria and the system of indicators of quantity estimation of the population’s provision with the help of absolute and relative indicators have been studied. It has resulted in the fact that the population’s food provision is connected with public production efficiency, the level and differentiation of the population’s income and unemployment. The methodology of determination of the index of the country’s product security has been studied and it has been modernized with the help of the consideration of the nutrition accessibility indicator. Considering the nutrition sufficiency indicator will give an opportunity to completely determine the index of the state’s provision security and will let directly take into account in its determination rational norms of the population’s food consumption. It has been discovered that the state must create all necessary conditions to let farming households become the basis of agricultural production in some time due to the following things: - limitations in private property; - such conditions for loans which facilitate the development of small and medium farming; - peculiarities of taxation (decrease in taxes for farming). It has been estimated that the realization of long-term competitive advantage of Ukraine’s agricultural sector can be implemented via stable increase in crop capacity with the help of modern technologies of organic production, increase in animals’ productivity on the basis of innovative technologies of growing together with the state’s support of stockbreeding. The disparities of food consumption norms determined by Ministry of Health and their factual values have been studied. It has been determined that the creation of the population’s support program via application “Diia” ix expedient to provide Ukraine’s population, especially poorer strata, with affordable high-quality food products. It was offered to give an opportunity to poorer population to get electronic provision cards which could be used only for buying food in a certain chain of food stores. It has been proved that taxation stimulation in the field of processing industries of agricultural complex must be the most important item in the measures of state policy of Ukraine’s product supply development, other essential items here are the formation of normative principles of the creation of transparent cooperation of state authorities, representatives of agricultural complex based on the equality of partners and the consideration of their interests.
